2 <br /> SECTION RATES AND CHARGES <br /> (a) Residential equivalent factor. Rates and charges for the use and availability <br /> of the system shall be determined through the use of a "Residential Equivalent Factor" <br /> ("REF"). For the purposes of this Section, one REF is defined as the ratio of runoff <br /> volume (in inches) for a particular land use, to the runoff volume (in inches) for a typical <br /> lot representative of single family residential lots. <br /> (b) Storm water drainage charges. In determining charges the City Council <br /> shall by resolution establish a basic system rate to be charged against one acre of land <br /> having an REF of one. The charge to be made against each parcel of land shall then be <br /> determined by multiplying the REF for the parcel, classified based on actual land use, <br /> times the parcel's acreage times the basic system rate. The REF's for the following land <br /> uses within the City and the billing classifications for such land uses are as follows: <br /> Classification Land Uses REF <br /> 1 Cemeteries, parks, golf courses, railroads, .60 <br /> vacant land <br /> • 2 Single-family residential 1.00 <br /> 3 Medium density residential, duplexes, 1.38 <br /> public and private schools and institutional uses <br /> 4 High density residential, churches and 1.76 <br /> mobile home parks <br /> 5 Commercial and industrial 2.20 <br /> SECTION OTHER LAND USES <br /> Other land uses not listed in the foregoing table shall be classified by the Director <br /> of Public Works by assigning them to classes most nearly like the listed uses, from the <br /> standpoint of runoff volume for the standard rainfall event. An appeal from the Director <br /> of Public Work's determination of the property classification may be made to the City <br /> Council. <br />
