REGULAR COUNCIL MEETING <br /> APRIL 12, 1994 <br /> PAGE 5 <br /> • 1 Councilmember Fleming noted that resident payment of their entire assessment <br /> 2 for 1993 road improvements is not clear. Pat Taylor, a resident whose property <br /> 3 on Rankin Road is affected by the assessment, spoke about her confusion as to <br /> 4 when she could pay the assessment in its entirety. The Finance Director stated <br /> 5 that this was a "first time" for staff to do such a project and much was learned. <br /> 6 For future projects of this type, the Finance Director in a bill will be sent <br /> 7 along with the letter notifying residents of their final amount due and clarifying <br /> 8 payment procedures. <br /> 9 <br /> 10 Councilmember Marks <br /> 11 Marks reported on St. Anthony's Sister City, Salo, Finland. <br /> 12 <br /> 13 Marks reminded those present of the School Referendum on Tuesday, April <br /> 14 19th. <br /> 15 <br /> 16 Councilmember Enrooth <br /> 17 Enrooth discussed plans for the VillageFest festivities on August 5 and 6. There <br /> 18 are still some concerns about the parade and some of the activities. <br /> 19 <br /> 20 Enrooth noted that there will be only one City-wide Clean Up Day this year on <br /> 21 May 7th. Some of the fees will be increased. <br /> 22 <br /> • 23 C. Interim City Manager Hamer <br /> 24 <br /> 25 1. Insurance for Open Meeting Law. Hamer introduced Mark Flaten from <br /> 26 American Risk Services, Inc. Mr. Flaten presented information on the Open <br /> 27 Meeting Law. <br /> 28 <br /> 29 Motion by Marks, seconded by Enrooth to approve purchase of Open Meeting <br /> 30 Law insurance from the League of Minnesota Cities Insurance Trust, with the <br /> 31 cost not to exceed $1,000. <br /> 32 <br /> 33 Motion carried unanimously <br /> 34 <br /> 35 2. Fire Department 1993 Annual Report. Chief Johnson reported Chandler <br /> 36 Place and Kenizington received 25% of the runs. Calls-to single family <br /> 37 neighborhoods increased. Chief Johnson noted that triage is much better in <br /> 38 the nursing home. Nursing home residents are not calling as often. They <br /> 39 used to call for the Fire Department to take patients to doctor's <br /> 40 appointments. <br /> 41 <br /> 42 Mayor Ranallo suggested to Chief Johnson to look for ways to reduce the Fire <br /> 43 Department's costs. The Chief said that 95%of the costs are personnel related <br /> 44 and that it would be difficult to trim costs without reducing staff. <br /> 45 <br />
