REGULAR COUNCIL MEETING <br /> APRIL 12, 1994 <br /> PAGE 6 <br /> 1 Mayor Ranallo stated that the Council and the residents appreciate all that the . <br /> 2 Fire Department does. <br /> 3 <br /> 4 3. Recycling Center. Interim City Manager Hamer stated the Environmental <br /> 5 Quality/Recycling Task Force passed unanimously to recommend that the <br /> 6 City Council close the Recycling Center effective June 30, 1994. The City <br /> 7 lost grant money and residents should not have to pay for both curb side pick <br /> 8 up and a drop off center. Cost to keep the center open would be <br /> 9 approximately $10,000 during 1994. Councilmember Enrooth indicated the <br /> 10 proposed closure is not deliberate. The City was the first to start the service <br /> 11 and will be the last to close. <br /> 12 <br /> 13 The Mayor said the public needs to be kept informed'of the closure, i.e., press <br /> 14 releases, signage at the site and notification on the water utility bills. The City <br /> 15 Council will vote on the issue May 10. <br /> 16 <br /> 17 4. Peddlers. Mitch Fine from Gems and Stems requested Council approval to <br /> 18 sell flowers at the Amoco Service Station on 37th and Silver Lake Road and <br /> 19 approval of a 20' x 20' canopy. The sale would be for Mother's Day. Mr. <br /> 20 Fine was.told not to place anything on the right-of-way. His hours will be <br /> 21 6:00 A.M. until sundown. City Attorney Soth discussed the registration form <br /> 22 for peddlers which had been included in the packet and indicated Council's <br /> 23 approval of this request is appropriate. <br /> 24 <br /> 25 VIII. PUBLIC HEARINGS - None. <br /> 26 <br /> 27 I:X. NEW BUSINESS <br /> 28 <br /> 29 A. Motion by Marks, second by Wagner to approve Change Order#1 for 1994 <br /> 30 Street Improvement Project. <br /> 31 <br /> 32 Motion carried unanimously <br /> 33 <br /> 34 B. Motion by Fleming, second by Enrooth to approve Resolution 94-028 regarding <br /> 35 the Safety Program and By-Laws for City employees. <br /> 36 <br /> 37 Motion carried unanimously <br /> 38 <br /> 39 <br /> 40 C. Motion by Marks, second by Wagner to approve Resolution 94-027, regarding <br /> 41 Deferment of Special Assessments for 1994 Street Improvement Projects as requested <br /> 42 by Willard Mohn and Conrad and Dorothea Kjeldahl, both meeting the requirements <br /> 43 of this request. <br /> 44 Motion carried unanimously • <br /> 45 <br />
