City Council Regular Meeting Minutes <br /> July 26, 1994 <br /> Page 6 <br /> 1 Motion by Marks, second by Wagner to approve Resolution 94-042. <br /> 2 <br /> 3 Motion carried unanimously. <br /> 4 <br /> 5 X. UNFINISHED BUSINESS. <br /> 6 <br /> 7 A. Street Light Request - 2916-3000 Rankin Road. <br /> 8 <br /> 9 A letter, dated July 15, 1994, from Northern States Power Company, was <br /> 10 included in the agenda packet, and explained NSP charges for installation of a <br /> 11 street light. The cost is $1,215.10 plus there is a monthly fee of$5.30. NSP <br /> 12 did, however, suggest that due to the close proximity of existing street lights, <br /> 13 petitioners should consider other alternatives. Judy Makowske, who lives in the <br /> 14 area on Rankin Road which is effected, said that even though there are lights <br /> 15 near the area that the residents want lit, the situation is that trees block out the <br /> 16 light. The petitioners are asking that a shorter light be installed so the light <br /> 17 would be beneath the branches. Makowske indicated that she will poll residents <br /> 18 in her area during the National Night Out neighborhood event. There was no <br /> 19 Council action on the petition at this time. <br /> 20 <br /> 21 B. Conditional Use permit for a muffler and glass repair shop (Exhaust Pro/Fast <br /> 22 Glass) at 4000 Silver Lake Road. <br /> 23 <br /> 24 Mr. and Mrs. Rosar, the applicants, were present to answer any questions from <br /> 25 the Council. Their request had been tabled at the July 12, 1994 Council <br /> 26 meeting so the Rosar's could gather needed information, i.e., improvements for <br /> 27 the structure and aesthetic improvements pertaining to landscaping, driveway, <br /> 28 dumpster enclosures, and signage. These plans were presented to the Council <br /> 29 in their agenda packets. Relative to the hours of operation, it was noted that <br /> 30 Tires Plus is open until 9:00 P.M. and Good Year is open until 8:00 P.M. <br /> 31 Council consensus was that if Tires Plus is open until 9:00 P.M., the applicants, <br /> 32 too, may keep their shop open until 9:00 P.M., if they wish. <br /> 33 <br /> 34 Councilmember Enrooth asked about the space behind the existing building. <br /> 35 Mr. Rosar responded that it is a drive and behind that is the road into Hardee's. <br /> 36 During this discussion, Mayor Ranallo noted that in Wisconsin when there is a <br /> 37 planning or variance request, the property involved is filmed on which can be <br /> 38 shown at the planning and Council meetings. City Manager Mornson agreed <br /> 39 that would help the Planning Commission and Council when they are making <br /> 40 planning/variance decisions.
