M E M O R A N D U M • DATE: September 21, 1995 TO: Mike Mornson, City Manager FROM: Dick Engstrom, Chief of Police SUBJECT: Unfunded Mandates The following are a few of the most recent mandates by Federal, State, and County. These are for the most part unfunded: 1. Victim's Rights information pursuant to MS 629. 341. • Printing costs per year - approximately $100. 00 2. Mandatory Use of Force Training for every new officer, and once each year for all officers - 4 Hour Session at a cost of approximately $35 ea. = $630.00. 3. Human Relations Training for every officer each year. 4 Hour Session at a cost of approximately $35 ea. = $630.00. 4. Additional mandated training such as domestic violence, harassment, legal updates, and firearms training - annual cost • of approximately - $3 , 000. 00. 5. Domestic abuse reporting and forms to state - approximate cost for forms of $100. 00. 6. License plate impoundment - approximate cost for forms - $100.00. 7. Mandatory exchange of information with any school if we arrest a student - paperwork cost of approximately $100.00. 8. Firearms training for each new officer before an officer is allowed to carry a weapon - 8 hours of training, officer wages, equipment, & instruction time. Approximate cost of $600.00 per eight hour session. 9. Processing of gun permits to include laminating of permits, and purchase of wallet cards. Approximate cost of $200. 00. 10. New Sex Offender Registration Law (MS 243 . 166) . This law makes local law enforcement responsible for registering sex offenders to include notification of the BCA and the agency where the offender is moving. Administrative costs this year were $50. 00. 11. Mandatory purchase and replacement of soft body armor for each officer at a cost of $600. 00 each. This has to be replaced every five years - $10,800. 00.
