City Council Regular Meeting Minutes <br /> April 22, 1997 <br /> • Page 3 <br /> 1 Councilmember Enrooth reported the Village Fest Committee had a spirited conversation in <br /> 2 regard to the Patriots Band and non-City participation. The rest of the planning continues to <br /> 3 go well. <br /> 4 Enrooth noted Spring Clean Up Day is May 3, 1997 and has been announced in the St. <br /> 5 Anthony newsletter. <br /> 6 C. Mayor. <br /> 7 Mayor Ranallo reported the Cable Commission is in the process of re-negotiating rates. There <br /> 8 are complications due to a conflict of interest involving the purchase of the cable company by <br /> 9 U.S. West. The issue may end up in court. Mayor Ranallo stated his position is that the ten <br /> 10 cities involved should not start a lawsuit as they are much smaller than U.S. West and cannot <br /> 11 compete. <br /> 12 <br /> 13 D. City Manager. <br /> 14 1. City's Storm Water Management Plan. <br /> 15 City Manager Mornson explained Staff has requested proposals for preparation of a <br /> 16 Storm Water Management Plan. The Storm Water Management Plan is required as <br /> 17 part of the Comprehensive Plan Update. WSB & Associates, Inc. has been retained to <br /> 18 prepare the report. A Public Informational meeting will be held at City Hall on <br /> Tuesday, April 29 at 7:00 p.m. and was published in the Bulletin and the City <br /> newsletter. <br /> 21 Peter Willenbring and Todd Hubmer, WSB & Associates, Inc. were present to explain <br /> 22 the process of preparation of the Plan. <br /> 23 Mr. Willenbring presented a completed Plan prepared for another City as an <br /> 24 illustration. He explained the process of preparation is laid out by State law and is <br /> 25 required by the Metropolitan Council. The first step of the process is to gather <br /> 26 information from City Staff, watershed districts, county, state and federal agencies. A <br /> 27 public information meeting will then be held to identify problems, concerns and these <br /> 28 will then be specifically addressed in the Plan. WSB will interpret all the data and <br /> 29 prepare a draft Water Resource Management Plan to present to the Council for <br /> 30 approval. <br /> 31 Mr. Hubmer explained the proposed schedule for completing the City of St. Anthony <br /> 32 Water Resource Management Plan consists of preparing a draft plan and submitting it <br /> 33 to the City Staff and Council for review by the end of May 1997. Upon receiving <br /> 34 comments back from Staff and Council, a final draft will be prepared and given to the <br /> 35 Council for their approval to distribute the plan to all of the review agencies. Final <br /> 36 draft plan should be completed at the beginning of July. Review agency comments <br /> 37 will be received within 60 days (beginning of September) and a response to review <br /> agency comments and revisions to the plan will be made and resubmitted for final <br /> 9 approval to these organizations by the end of September, 1997. <br />
