City Council Regular Meeting Minutes <br /> June 23, 1998 <br /> Page 18 <br /> 1 Mr. Hubmer stated that Ramsey County Department of Public Works Environmental Services <br /> 2 Division prepared a report on the quality of water in Silver Lake in 1989. They determined that <br /> 3 water quality management efforts in the Silver Lake Watershed should focus on the following: <br /> 4 <br /> 5 Phosphorus and solids loading from the Apache Plaza Subwatershed. <br /> 6 Snow melt and early spring pollutant loading into the lake. <br /> 7 Implement Best Housekeeping Practices throughout the watershed. <br /> 8 <br /> 9 As part of the redevelopment at Apache Plaza, the City, in coordination with the RCWD, has <br /> 10 required the construction of storm water treatment basins. In addition, the City of St. Anthony is <br /> 11 implementing Best Management Practices as outlined in the Goals and Policies of this plan. <br /> 12 These Best Management Practices include: <br /> 13 0 Sweeping streets five times annually (spring and fall sweeping are a priority); [Mr. <br /> 14 Hubmer stated this is more than any community he has worked in] <br /> 15 0 Public education program; <br /> 16 a Catch basin stenciling;and <br /> 17 0 Recommendations for buffer strips immediately adjacent to protected waters. <br /> 18 <br /> 19 Currently, the City has approximately 330 acres of drainage area tributary to Silver Lake. There ' <br /> 20 is approximately 140 acres for which there is very little opportunity to provide storm water <br /> 21 treatment without the purchase of homes or commercial property. Therefore, it is recommended <br /> 22 that water quality measures be implemented, or considered as part of redevelopment activities <br /> 23 within the watershed. <br /> 24 3. We would like to have the City adopt a policy of water treatment to deal with small <br /> 25 parcels that do not fall under RCWD policies such as trapping of floatables on site before <br /> 26 they reach the storm sewer system. <br /> 27 <br /> 28 Mr. Hubmer stated there is a policy in place, Policy IV.B.4,which addresses this issue. If this <br /> 29 policy in its existing language is not adequate,perhaps it could be modified to accommodate the <br /> 30 Silver Lake Homeowners Association'. <br /> 31 4. We would like the City to adopt a policy whereby final use and occupancy permits would <br /> 32 not be issued until all RCWD requirements are met. Temporary permits could be used <br /> 33 until all work has been completed, satisfying all RCWD drainage requirements. <br /> 34 Mr. Hubmer stated a policy of this type could be added to the Comprehensive Storm Water <br /> 35 Management Plan. It would require the City to modify the requirements for receiving an <br /> 36 occupancy permit. <br /> 37 5. Appoint a Citizen Advisory group that would advocate water quality improvements for <br /> 38 Silver Lake. Explore capital improvements. _ _ <br />
