City Council Regular Meeting Minutes <br /> June 23, 1998 <br /> . Page 19 <br /> 1 Mr. Hubmer stated a Citizen Advisory group is a good option to investigate capital <br /> 2 improvements for improving the quality of water within Silver Lake. <br /> 3 6. That the City notify the Silver Lake Homeowners Association of all development <br /> 4 proposal affecting Silver Lake and its drainage area at the earliest possible opportunity. <br /> 5 Mr. Hubmer stated he believed that all development projects within the City must be approved <br /> 6 by the City Council at which point the Silver Lake Homeowners Association may voice their <br /> 7 concerns or recommendations on projects within the Silver Lake drainage area. <br /> 8 Mr. Hubmer stated he appreciated the comments of the Silver Lake Homeowners Association <br /> 9 and welcomed any additional comments they may have. <br /> 10 Doug Jones, 2505 Silver Lane, asked that this item be tabled until the Silver Lake Water Quality <br /> 11 Committee has an opportunity to meet and discuss the response of WSB. He did not believe that <br /> 12 receiving a response to his letter dated June 4 at this meeting time provided him adequate time to <br /> 13 respond. <br /> Mr. Jones noted that Mr. Hubmer has stated that the City of St. Anthony is a fully developed <br /> community. He did not agree and noted all the vacant space at Apache Plaza and the unutilized <br /> 16 space in the community. He suggested that the statement that the bulk of the storm water that <br /> 17 drains into Silver Lake is pretreated is erroneous, a bold-faced lie. Only a small area of Apache <br /> 18 Plaza is treated. He noted that the map which was given to WSB did not even include the area of <br /> 19 the Salvation Army Camp. He stated there had to be capital improvements,just like those being <br /> 20 made to Silver Point Park and Central Park. He applauded the Council on the efforts with the <br /> 21 parks and stated he felt this would be a tremendous improvement. He stated Silver Lake is an <br /> 22 asset to the community and that the community has to take action to protect it. <br /> 23 Mr. Jones stated that last May he participated in a survey and questionnaire and was told that the <br /> 24 information would be digested by the engineers and there would then be a public hearing. He. <br /> 25 - stated he may have been confused-but he thought it was a portion of a study of Silver Lake. He <br /> 26 stated it is imperative that the Silver Lake Homeowners Association be asked for their comments <br /> 27 before the study was adopted and they were not. He suggested that everyone needs to work <br /> 28 together to obtain all opinions early in the planning and all will then buy into the solution. <br /> 29 Mayor Ranallo asked if the Planning Commission conducted a public hearing in regard to the <br /> 30 Water Resource Plan during the Comprehensive Plan Update process. <br /> 31 Commissioner Makowske stated he did not recall holding a special meeting on the Water <br /> . Resource Plan. <br /> 33 Mr. Hubmer stated there was a public information meeting held in May 1997. <br />
