City Council Regular Meeting Minutes <br /> . June 23, 1998 <br /> Page 7 <br /> 1 Marks noted that the three redevelopment projects completed on the south end were residential <br /> 2 with the idea that they would be near these services. The closing of the Town and Country has <br /> 3 left a service-hole in the community. <br /> 4 Mr. Warner stated he could not disagree with the Council and if he had a retail user, he would <br /> 5 move forward immediately. He has spent a year of full-time work on this project and received a <br /> 6 lot of calls, most of which are for industrial uses. <br /> 7 Unidentified resident, asked how many gas stations are currently located in St. Anthony. She <br /> 8 suggested a bagel shop be located in the Town and Country building. <br /> 9 Mr. Warner explained that the site is 2.25 acres. A gas station would utilize 25% of that area and <br /> 10 would allow for a reduction in the base-rate rent for the other users. This would have allowed a <br /> 11 bagel shop to locate in the building. <br /> 12 Stan Harding, 3420 Skycroft Drive, asked how many gas stations are located within a mile,from <br /> 13 this site. He asked who would be responsible for removing the tanks if the business folded. <br /> 4 Mr. Warner stated there are two gas stations which could have been.a complication to this site <br /> 4 <br /> but neither is a superstore. He explained that he is not requesting a Conditional Use Permit to <br /> 6 locate a gas station but is explaining why one is not being located here. <br /> 17 Mr. Warner explained that although Robodyne is classified as manufacturing, there is no hard <br /> 18 manufacturing at the site. Robodyne has daytime hours of operation,no hazardous waste is <br /> 19 produced, and there is less truck traffic than a grocery store. <br /> 20 Mayor Ranallo explained that the City is in the process of hiring a Planning Consultant for this <br /> 21 area. He was not comfortable with moving an industrial use right next to a residential use. <br /> 22 Mr. Warner stated Robodyne would be much quieter than a grocery store and would not change <br /> 23 the scope of the neighborhood. He stated that a Comprehensive Plan is a recommendation to the <br /> 24 owner, it is not mandatory that the property.owner follow the recommendation.. <br /> 25 Thuesen stated that he disagreed that this would not change the scope of the neighborhood. He <br /> 26 explained that he is the Council Liaison to the St. Anthony Merchants Association and the <br /> 27 members are very concerned that this property remain retail. A light-industrial use will change <br /> 28 the scope of the center and the scope has already changed since the Town and Country closed. <br /> 29 Mr. Warner agreed that the scope of the center has changed since the Town and Country closed. <br /> 30 He again noted that other uses than retail can locate in this building. = <br /> Thuesen stated that Robodyne will not enhance the shopping center. <br />
