August 17, 1998
r
Mr.Jay Hartman
Director of Public Works
City of St.Anthony
3301 Silver Lake Road
St.Anthony,MN 55418-1699
Re: Municipal State Aid(MSA)Funding for Street Lighting
RCM File No. 10415.01
Dear Mr.Hartman:
Following the City Council meeting on July 28, 1998,we briefly discussed the use of MSA
funds to pay for the installation of street lighting on municipal state aid streets. In particular,
the question arose related to constructing ornamental lighting on St.Anthony Boulevard in the
area of the current sidewalk project. MSA rules that the Minnesota Department of
Transportation has promulgated do allow the use of MSA funds on lighting projects. The
extent of eligibility for project funding is presently dependent upon whether the lighting project
is a"standard"lighting system or an"ornamental"lighting system.
rieke
Carroll A standard lighting system is considered to be a system that uses "standard" poles, that is
muller generally 30-foot to 40-foot high poles, with 'cobra" or "shoebox fixtures. If you have additional questions or for further
discussion, please do not hesitate to call me. We welcome the opportunity to work with you
and other City officials to implement a street lighting project in the city.
• Sincerely,
RIEKE CARROLL MULLERASSOCIATES,INC.
a"_Yt
ugen .Anderson,P.E.
10901 red circle dr.; Project Manager
post office box 130
minnetonka, mn c: Michael Foertsch,P.E.
55343-0130
(612)935-6901
fax(612)935-8814
www.rcm-assoc.com
