MEMORANDUM <br /> • DATE: November 18, 1998 <br /> TO: Michael J. Mornson, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: November 17d' Planning Commission Meeting Summary <br /> 1. Planning Commission Representative. Jim Gondorchin will be the Planning Commission <br /> Representative to the Council at the November.24' Council meeting. <br /> 2. Public Hearings. None. <br /> 3. Concept Review. David Sperry, prospective buyer of 4008 Fordham Drive. Mr. Sperry <br /> is proposing to purchase 4008 Fordham Drive, split the lot and construct a home on the <br /> split lot. The resultant parcel will be 60 feet wide and 7,985 square feet in area. He will <br /> need to apply for a lot split and replat, lot width variance and lot area variance. <br /> Commissioners Wagner and Gondorchin agreed in concept with the proposal, but both felt <br /> Mr. Sperry may have difficulty in proving hardship. <br /> 4. Report from the Parks Commission. <br /> • Commissioner Wagner presented the Parks Commission report. He described several of <br /> the tasks that the Parks Commission is dealing with concerning Water Tower Park. Chair <br /> Jindra and Commissioner Wolfe are looking into equipment for the multi-age park. He <br /> reported that Silver Point Park is moving along with excavation. He also commented on <br /> the mature trees that were removed and indicated that they will be replaced. <br /> 5. Proposed Erosion Control/Storm Water Management Ordinance. There were extensive <br /> discussions regarding the enforcement of lawn fertilizer restrictions. Doug Jones <br /> suggested that the City ban phosphorus use in the Community. The Planning Commission <br /> generally agreed with suggestions regarding the proposed ordinance from WSB and the <br /> City Attorney. The Planning Commission also supported the proposed tiered permit <br /> structure. Agreed to pass comments on to the City Council. <br /> 6. Proposed Street Lighting Policy. The Planning Commission commended Staff on a job <br /> well done. They felt that the proposed policy was well written and recommended that it be <br /> implemented in its current form. <br /> 7. Review Code Enforcement Report from Fire Chief. Fire Chief Johnson presented his <br /> report regarding code enforcement efforts within the City. The Planning Commission felt <br /> he was doing a good job but asked how he was able to track the effectiveness of his <br /> efforts. Chief Johnson responded that the number of complaints received from residents is <br /> • greatly decreased. Commissioner Wagner reported that he had been part of the decision <br /> process to transfer code enforcement to the Fire Department and continues to feel that that <br /> decision was a good one; that he has not been disappointed.
