City Council Meeting Minutes <br /> September 14, 1999 <br /> Page 6 • <br /> 1 Mornson stated he has been meeting with the new owners of the St. Anthony Shopping Center in <br /> 2 general to resolve green space issues. The green space is currently estimated to be about 58,000 <br /> 3 square feet. Mornson is preparing to have a presentation ready for the Planning Commission <br /> 4 meeting in October, 1999. <br /> 5 Mornson mentioned he has scheduled a meeting with the TIF consultant as well as the financial <br /> 6 consultant about issues the City will be faced with before the end of the year. Mornson is plan- <br /> ning to present a report to the Council at the October 5, 1999 Work Session. <br /> 8 Mornson reminded the Council that a new legislative session will be starting soon, and in light of. <br /> 9 that, he has scheduled meetings in October and November with the DNR to ensure that issues are <br /> 10 in order for the end of the year. <br /> 11 Cavanaugh inquired if the City is aware of the committee(s) in the House of Representatives that <br /> 12 handle DNR funding. Faust clarified that the committee is the DNR Committee, or the Natural <br /> 13 Resources Committee, but that specific committee members were not yet known. The organiza- <br /> 14 tional meeting would probably be in January 2000. <br /> 15 VIII. NEW BUSINESS. • <br /> 16 A. Resolution 99-044, re: Receive Report and Order Plans and Specifications for Street <br /> 17 Improvements on 29`h Avenue NE. <br /> 18 Ranallo reviewed for the Council and residents that the street project for 29'Avenue was to pri- <br /> 19 marily upgrade the street to take care of the flooding problems. After meetings with residents, <br /> 20 work sessions, and research, it was generally agreed that the City would order WSB & <br /> 21 Associates to consider improvements of the streets from County Road 88 to Stinson Boulevard, <br /> 22 with no sidewalks, and also where there are currently sidewalks, to replace them with sidewalks <br /> 23 as the City has done in the past. Lights on the intersections are mostly lit now, but some <br /> 24 improvements are still to be accomplished. It has been determined that the streets would not be <br /> 25 any wider, but that digging would begin to put in storm sewers to solve flooding. The City will <br /> 26 review the project in March or April 2000 to determine the amount of funds available and if the <br /> 27 project can go all the way from County 88 to Stinson Boulevard. <br /> 28 Faust clarified that the City is following the same footprint that is currently in place. <br /> 29 Mr. Hubmer mentioned there would be a few minor changes, such as intersection improvements, <br /> 30 at Silver Lake Road and some of the choker sections. <br /> 31 Cavanaugh asked about detouring traffic during the construction period. Mr. Hubmer.volun- <br /> 32 teered that several options are being considered and reviewed. <br /> 33 Cavanaugh stated that he understood in the Council's Work Session, that the construction work • <br /> 34 is subject to DNR funding. Mornson clarified that there is not any DNR funding on this project. <br />
