City Council Meeting Minutes <br /> September 14, 1999 <br /> • Page 7 <br /> 1 Faust recalled that the discussion was that Mr. Hubmer would be sent forward for full planning <br /> 2 from Stinson to County Road 88 and then funding would be reviewed in March or April 2000. <br /> 3 The project would be considered based on the amount of funding available. Faust clarified that <br /> 4 Mr. Hubmer could continue to plan for full construction from Stinson to County Road 88 up <br /> 5 until that point and the project could be scaled back depending on funding. <br /> 6 Cavanaugh wished to be clear that the construction project consisting of Stinson to County Road <br /> 7 88 is contingent on the package of financing the City needs to finish the South-End project. He <br /> 8 believed that the City does not have the funding in hand to finish the South-End project because <br /> 9 DNR funding is required. Ranallo stated that the City does have the funding in hand to accom- <br /> 10 plish the 291h Avenue Project. Cavanaugh stated that finishing the Harding project is as critical <br /> 11 as accomplishing the 29`h Avenue project. <br /> 12 <br /> 13 Ranallo introduced Helen Cullen, 2836 Roosevelt Street, and invited her to address the Council. <br /> 14 Mrs. Cullen reviewed her July 27, 1999 letter to the Mayor and Councilmembers, stating that she <br /> 15 resides on the corner of 291h Avenue and Roosevelt. She stated that the sewer problem has been <br /> 16 an issue since 1954. She was concerned that widening the street would cause an increase in the <br /> 17 volume of traffic and that the curbing would be removed and the underground irrigation system <br /> 8 in her yard would be disrupted. <br /> 19 Ranallo reviewed that the plans are that a sidewalk will not be added. Mr. Hubmer responded <br /> 20 that Mrs. Cullen's sprinkler system would probably be removed, but replaced at no cost to her. <br /> 21 <br /> 22 Ranallo wished to make it clear that there was conversation about only doing construction from <br /> 23 Wilson Street to Crestview. In March or April 2000, the project will be reviewed to determine <br /> 24 the amount of funding available. <br /> 25 Ranallo thanked Mrs. Cullen for addressing the Council. <br /> 26 Ranallo introduced Julie Kimbllin, 2705 291 Avenue, and invited her to address the Council. <br /> 27 Ms. Kimbllin thanked the Council for considering the opinions of the residents of 29`1 Avenue <br /> 28 and she applauded the Council's decision to eliminate sidewalks. Ms. Kimbllin inquired if the <br /> 29 signs restricting truck traffic would be reinstalled after the construction is completed. <br /> 30 Mr. Hubmer responded that he understands the residents' concern regarding truck traffic, but that <br /> 31 29th Avenue is a state aid street, and is constructed to a certain design standard. If the truck traf- <br /> 32 fic is restricted below design standard, issues are created with regard to state aid and funding. <br /> 33 Ms. Kimbllin inquired about progress towards decorative lighting and landscaping. Ranallo <br /> 0334 replied that it would be difficult to install decorative lighting without sidewalks. He clarified that <br /> 5 the City's comprehensive plan suggests installation of sidewalks whenever possible and he had <br /> 36 felt strongly that the residents should be contacted prior to finalizing plans. <br />
