Lynn & Associates, consulting psychologists who specialize in public service strategy <br /> and performance management issues, proposes to assist the city in improving the Performance <br /> . Management Process. <br /> Goal and Objectives: <br /> The general goal of this proposal is to review, revise and create an improved Performance <br /> Management Process for the City.Manager. The process must be aligned with.the culture and <br /> style of the Mayor, Council and the city organization. Is the city run more like, the military, a <br /> family, a university, or a church? The appraisal process for the City Manager needs to be <br /> aligned with this culture, or it will ultimately fail. The objectives of this proposal are: <br /> • To discover the "pain" why are you even doing this now? <br /> • To clarify your current culture and process, what works and what does not work <br /> • To revise and create when necessary a process that will match the culture, goals, and <br /> needs of the stakeholders in this process <br /> • To assist in the implementation of this process for the first year <br /> Method of Implementation: <br /> Dr. Lynn will personally perform the duties in this proposal. The following steps are proposed: <br /> 1. Review and if acceptable, sign this Letter of Agreement. <br /> 2. Meet with key stakeholders, the Mayor, and City Manager to discover the current culture and . <br /> process, what is working, and what is not working. <br />
