Although interest in <br /> the project appeared strong with 26 contractors purchasing plan sets, only 3 contractors <br /> .submitted bids: Veit & Company, L.S. Black Constructors and Forest Lake Contracting. Bids <br /> for all items including bid add-alternates 1 through 11 ranged from $2,062,576 to $2,231,372. <br /> The Apparent low bidder is Veit & Company. The engineers estimate for the all items including <br /> bid add-alternates 1 through 11 was $1,851,134. The low bid is approximately 11% higher than <br /> the engineer's estimate. <br /> Discussion <br /> Conversations with contractors following the bid opening revealed that many contractors chose <br /> not to bid the project because of their perceived risks associated with the potential unknown soil <br /> contamination issues and that those who did submit bids felt the need to increase their prices to <br /> cover these perceived risks. Preliminary site exploration revealed the need to expand the scope <br /> of the Phase II geo-technical analysis. This work was still in progress during the bid process, <br /> consequently we were not able to give the bidders definitive information regarding the extent <br /> and quantity of contaminated soils requiring removal and disposal. Although interim <br /> information regarding the test trenches and the additional borings was provide to the contractors <br /> during the bid process this information did not quell the fears of possible greater unknowns in <br /> the minds of many of the prospective bidders. <br />
