City Council Regular Meeting Minutes rJ <br /> November 12, 2002 <br /> Page 3 <br /> 1 ongoing concern for the City. He noted there are many numerous ways of addressing this issue, <br /> 2 and noted future grants could be proposed. <br /> 3 <br /> 4 Councilmember Thuesen agreed with Councilmember Sparks as to the importance of the <br /> 5 infiltration issue. Councilmember,Sparks suggested a grant be drafted to the WMO regarding <br /> 6 infiltration concerns within the City of St. Anthony. <br /> 7 <br /> 8 Councilmember Faust reviewed the proposed increases stating the average yearly cost would go <br /> 9 from$89.04 to $101.64. He indicated these rates reflected a$12.60 increase per quarter and <br /> 10 asked if this was correct. Mr. Hubmer stated these were the correct numbers. <br /> 11 <br /> 12 Councilmember Faust asked what Mr. Hubmer felt the expense of I/I(Infiltration/Inflow) was to <br /> 13 the average resident and asked if there was a way to pass these expenses on to those residents at <br /> 14 fault. He noted it costs the City roughly$40,000-60,000 per year. <br /> 15 <br /> 16 Councilmember Faust suggested bonding the $40,000-60,000 to improve the infrastructure to <br /> 17 eliminate the I/I instead of this continuing year after year with a revolving fund. Councilmember <br /> 18 Thuesen agreed stating he feels the residents deserve the I/I to be fixed and improved to reduce <br /> 19 on-going expenses residents city-wide. <br /> 20 <br /> 21 Councilmember Horst stated an I/I inspection could be done at the time a home sells within the <br /> 22 City. He noted it would be expensive to do inspections working towards a resolution of the UI. <br /> 23 Mr. Hubmer indicated these inspections are being done at this time and noted 50%of the houses <br /> 24 have been inspected and brought up to code. <br /> 25 <br /> 26 Mr. Morrison stated in 1998 the Council suggested voluntary compliance and noted this <br /> 27 discussion could be reintroduced at a work session meeting. <br /> 28 <br /> 29 Councilmember Faust stated he would like to take a look at this to address the fees associated <br /> 30 with fixing the problem versus the establishment of a revolving fund to cover the expense. The <br /> 31 Council agreed. <br /> 32 <br /> 33 Councilmember Sparks asked how the Council stands on the rate increases. Mr. Hubmer <br /> 34 indicated he is proposing a rate increase to roughly$101.64 per quarter or$36.30 for the <br /> 35 minimum bill. <br /> 36 <br /> 37 Councilmember Horst stated he feels this is an immediate need and agrees with the rate increase <br /> 38 as proposed. <br /> 39 <br /> 40 Councilmember Sparks asked what the total increase would be, in terms of dollars over a year. <br /> 41 Mr. Hubmer stated these improvements would raise taxes $114.24 for the average consumer or <br /> 42 $40 for the minimum bill residents for the maintenance improvements and the water rate <br /> 43 increases over the course of a year. <br /> 44 <br />
