Councilmember <br /> 2 Horst agreed but stated the proposed improvements do create a revolving fund to address the <br /> 3 infiltration issues. <br /> 4 <br /> 5 Mr. Hubmer informed the Council proposed increases could be reduced if the average rainfall is <br /> 6 less than this years rainfall. <br /> 7 <br /> 8 Councilmember Horst added that if the UI issues were addressed separately, it would also help <br /> 9 reduce future rate increases to the residents. <br /> 10 <br /> 11 Councilmember Sparks suggested moving the UI issue up as a higher priority. Councilmember <br /> 12 Horst noted this was not within the Ordinance but could be addressed within a goal setting <br /> 13 session. <br /> 14 <br /> 15 Councilmember Thuesen asked if this item were a higher priority if the WMO would provide <br /> 16 more funding to the City. Mr. Hubmer indicated this was highly doubtful. <br /> 17 <br /> 18 Motion by Councilmember Horst to approve first reading of Ordinance 2002-006,re: Water Rate <br /> 19 Increase. <br /> 20 <br /> 21 Motion carried unanimously. <br /> 22 <br /> 23 <br /> 24 VII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 25 A. Ordinance 2002-007, re: Amend Ordinance on Fee Schedule. <br /> 26 Mr. Mornson presented the draft ordinance to the Council. He explained that the fee schedule <br /> 27 adjustments would make the City's fee schedule comparable to neighboring communities. <br /> 28 <br /> 29 Councilmember Faust stated he would like to see the fees for the City of St. Anthony consistent <br /> 30 with neighboring communities. The Mayor concurred. <br /> 31 <br /> 32 Councilmember Faust asked if these fees could be raised in the middle of the year. Mr. Morrison <br /> 33 stated this would not be a concern. <br /> 34 <br /> 35 Motion by Councilmember Thuesen to approve third reading and adopt Ordinance 2002-007, re: <br /> 36 Amend Ordinance on Fee Schedule. <br /> 37 <br /> 38 Motion carried unanimously. <br /> 39 <br /> 40 VIII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 41 Mr. Morrison reported the water and sewer rate ordinance would have the second and third <br /> 42 readings later this month and at next month's meeting. He noted an article would also be written <br /> 43 for the residents to educate them on the proposed rate increases and water and sewer <br /> 44 improvements. <br /> 45 <br /> 46 Councilmember Horst had no report. <br />
