City Council Regular Meeting Minutes 07 <br /> March 23, 2004 <br /> Page 7 <br /> 1 Councilmember Thuesen indicated he felt Council should move forward with the resolution as it <br /> 2 was presented by the Planning Commission. He added he encouraged Tires Plus to come before <br /> 3 Council in the future if market conditions should change and it felt alterations were necessary. <br /> 4 <br /> 5 Councilmember Faust stated Tires Plus had been a good corporate citizen and Council would <br /> 6 make sure they were able to compete. He noted Tires Plus was moving to a new location that <br /> 7 presented a different sort of circumstances and it might have a different impact. He added <br /> 8 Council would work with Tires Plus. <br /> 9 <br /> 10 Councilmember Stille indicated he agreed with Councilmember Faust and, in addition, stated he <br /> 11 would like to exclude condition number 2 from the resolution, keeping in mind"we are going to <br /> 12 keep it tight." <br /> 13 <br /> 14 Councilmember Faust responded he also considered Councilmember Stille's amendment an <br /> 15 unfriendly amendment. <br /> 16 <br /> 17 Mayor Hodson requested a motion to move forward with the resolution as stated. He noted two <br /> 18 friendly amendments had been made, one regarding hours and the other regarding stored <br /> 19 vehicles. He indicated he was in favor of leaving the resolution as it was brought forward, as <br /> 20 Council could consider any changes that were needed in the future. <br /> 21 <br /> 22 Councilmember Horst stated he would remove his friendly amendment since he was outvoted. <br /> 23 <br /> 24 Councilmember Stille stated he would also withdraw his friendly amendment. <br /> 25 <br /> 26 Motion carried unanimously. <br /> 27 <br /> 28 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 29 A. Todd Hubmer, WSB and Associates, Inc., to present the following_ <br /> 30 1. Resolution 04-031, re: Consider bids for water plant. <br /> 31 Mayor Hodson noted Mr. Hubmer was not present due to a death in his family. <br /> 32 <br /> 33 City Manager Mornson explained a total of four bids were received for this project on Thursday, <br /> 34 March 11, 2004. He noted WSB and Associates forwarded the bid tabulation, indicating the low <br /> 35 bidder was Magney Construction, Inc., Chanhassen, Minnesota, in the amount of$608,300. He <br /> 36 noted this bid was $100,000 below the estimate from last year. <br /> 37 <br /> 38 Mr. Mornson stated WSB and Associates recommended Council consider these bids and award a <br /> 39 contract to Magney Construction, Inc., in the amount of$608,300. <br /> 40 <br /> 41 Mr. Mornson explained two years ago Council ordered a Water and Sanitary Sewer Study of the <br /> 42 entire City to find out if there were any defects or problems within the system that would make it <br /> 43 unable to support the current growth and expected growth of the City's population. He noted <br /> 44 this project was a top priority issue. <br /> 45 <br />
