City Council Regular Meeting Minutes <br /> November 9, 2004 <br /> Page 3 03 <br /> 1 proforma and site plans but are requesting an extension to July,1, 2005 for completion of the <br /> 2 Phase H development agreement. <br /> 3 <br /> 4 Ms. Kvilvang explained the developers have spent extensive time on completing Phase I. She <br /> 5 advised of the portions that are currently underway and time being spent to appraise residential- <br /> 6 properties for future acquisition. <br /> 7 <br /> 8 Discussion: <br /> 9 <br /> 10 Councilmember Horst asked if the Council should consider this extension. Ms. Kvilvang <br /> 11 explained that due to the extensive time required to develop the development agreement, they <br /> 12 recommend the extension. <br /> 13 <br /> 14 Councilmember Faust asked if this is a good action for both parties since it also allows more <br /> 15 time for the City. Ms. Kvilvang answered in the affirmative. <br /> 16 <br /> 17 Motion by Councilmember Faust, seconded by Councilmember Horst, to adopt Resolution 04- <br /> 18 070, Approving Extension of Timeline for Phase II Development Silver Lake Road. <br /> 19 <br /> 20 Councilmember Horst clarified the Phase II section is along Stinson Boulevard to the Apache <br /> 21 - Office building. <br /> 22 <br /> 23 Motion carried unanimously. <br /> 24 <br /> 25 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 26 City Manager Morrison reported the following updates: <br /> 27 • Apache Medical Building, 4001 Stinson Boulevard,will be considered by the Planning <br /> 28 Commission for concept review for a PUD designation to renovate existing building to <br /> 29 have mixed use office on the main floor and residential on the upper floor, plus have <br /> 30 other units. He stated this is a significant project. <br /> 31 • Silver Lake Village Update. <br /> 32 o Applebee's has received approval for a building permit and will be making <br /> 33 application for a liquor license. <br /> 34 o Wendy's is under construction. <br /> 35 o Pratt will be applying for a replat of the housing portion. <br /> 36 o Moody's will be looking at redevelopment sites and picked one in St. Anthony, which <br /> 37 will be nice for future bond ratings. <br /> 38 o Multi-Family ground breaking is scheduled for November. 30, 2004. <br /> 39 <br /> 40 Councilmember Faust asked what are the issues requiring the replat for the housing. <br /> 41 Assistant City Attorney Lindgren explained there are two issues, an error in one of the plats <br /> 42 and the other is related to the vacation of Apache Lane. <br /> 43 <br /> 44 Councilmember Faust asked about the Moody's Review and whether it was unusual for them <br /> 45 to look at a redevelopment site. <br /> 46 <br />
