4 <br /> City Council Regular Meeting Minutes <br /> November 9, 2004 <br /> Page 4 <br /> 1 Ms. Kvilvang agreed this is a unique situation and good for St. Anthony because when <br /> 2 Moody's looks at bond ratings, they look at what the City is doing for redevelopment and to <br /> 3 keep it viable from a tax standpoint. If bonds are sold in the future, there is potential for <br /> 4 upgrades in rating(i.e., lower interest costs). <br /> 5 <br /> 6 Mr. Mornson continued in reported the following: <br /> 7 • A variance in the Industrial Park for signs at 2812 Anthony Lane South will be <br /> 8 considered by the Planning Commission at their next meeting. <br /> 9 • Alcohol Compliance checks, everyone checked passed the compliance check including <br /> 10 municipal stores. <br /> 11 • Sue Hall has accepted a position with the City of Osseo and her last day is tomorrow. <br /> 12 Kim Moore Sykes has been hired as the new Assistant City Manager starting November <br /> 13 15, 2004. <br /> 14 • Five lots on Kenzie Terrace were closed last week with Autumn Woods so they are now <br /> 15 the owners of the property and will have to address any Code issues. There is a 38-unit <br /> 16 PUD approved for the property which is currently on hold to see what will happen with <br /> 17 the Silver Lakes housing project. <br /> 18 • A neighborhood meeting will be held on November 17, 2004, for the 2005 street project. <br /> 19 • Because of the rezoning denied at the last Council meeting, a meeting with Sunset <br /> 20 Memorial Cemetery is scheduled for next week. Mr. Mornson stated staff will attempt to <br /> 21 get a more comprehensive plan for this use. <br /> 22 • Union negotiations for the Police Department are starting shortly. This is the only union <br /> 23 that is not settled. <br /> 24 • Work is underway to convert the telephone system to incorporate and network the four <br /> 25 new buildings. Staff will be presenting a joint powers agreement with Roseville and <br /> 26 other cities that are part of this arrangement. He advised that this should result in a <br /> 27 significant reduction in telephone bills. <br /> 28 <br /> 29 Councilmember Faust commented that the closing of five lots on Kenzie Terrace is a significant <br /> 30 event. These blighted lots were purchased a while ago and will now be back on the tax rolls. He <br /> 31 thanked Ehlers and staff for their work on that project. <br /> 32 <br /> 33 Councilmember Faust reported his attendance at a Blue Ribbon Panel to look at alternate funding <br /> 34 in working with the school and various stakeholders in the community. They will have a plan <br /> 35 sometime the first of January and, hopefully, the Legislature will become involved. <br /> 36 <br /> 37 Councilmember Faust advised that on November 3rd he was asked by the Mayor of Arden Hills <br /> 38 to talk to their Economic Development Committee (EDC) about the Apache Plaza project from a <br /> 39 policy perspective, which started in 1984 when the tornado hit. He explained that Arden Hills is <br /> 40 in the process of redeveloping the army ammunitions plant. Mr. Mornson also attended the <br /> 41 meeting and they spent over an hour with the Arden Hills EDC to provide ideas and they seemed <br /> 42 quite appreciative. He noted it is interesting that the City's work with Apache Plaza has now <br /> 43 gone beyond the City's limits with interest from Arden Hills and Moody's. <br /> 44 <br /> 45 Councilmember Faust.stated he attended a Middle Mississippi Water Management Organization <br /> 46 meeting earlier today. <br /> 47 <br />
