RESOLUTION 80 - 081 A RESOLUTION APPROVING THE DETAILED • PLAN AND FINAL PLAN FOR A PORTION OF THE HEDLUND PLANNED UNIT DEVELOPMENT UNDER SECTION 13 - OF THE ZONING ORDI- NANCE OF THE CITY OF ST. ANTHONY WHEREAS, Gordon Hedlund (hereinafter called the "Dewe- Loper" ) is the owner of certain property situated in the City of St. Anthony, County of Ramsey, State of Minnesota, legally described as follows: Lot 11, Block 1, Penrod Addition, according to the _plat thereof on file and of record in the office of the Registrar of, Titles , Ramsey County, - Minnesota (hereinafter called the "Subject Property") ; and WHEREAS, the Subject Property is part of 'a larger tract of land designated, by the City of St. Anthony (hereinafter called the "City" ) as a Planned Unit Developmentt (hereinafter called the "PUD") in accordance with Section 13 of the Zoning Ordinance of the City of St. Anthony (hereinafter called the PUD Ordinance) ; and WHEREAS, by resolution of the City Council adopted on July 12 , 1977, the City approved a Development Concept Plan for the PUD, which was thereafter amended by action of the City Council on August 28 , 1979 (said Development Concept Plan as amended being hereinafter called the "Concept Plan") ; and WHEREAS, by application dated September 11, 1980 signed by Gordon Hedlund and by Craig S.
