10. No development or use of the Subject Property <br /> pursuant to the approval herein granted shall <br /> • be commenced until an unconditional, irrevocable <br /> letter of credit in the amount of $3,200 is de- <br /> posited with the City as security for performance <br /> by the Developer of all obligations under the <br /> Concept P1an, .Application, Drawing and this Re- <br /> solution.
