• CITY OF ST. ANTHONY <br /> A PUBLIC HEARING REGARDING PROJECTS AND <br /> ACTIVITIES TO BE FUNDED BY YEAR VII <br /> CDBG FUNDS <br /> January 6 , 1981 <br /> The meeting was called to order by Chairman Pro Tem Jones at <br /> 7 : 30 P.M. <br /> Members of the Planning 'Commission . present: Jones, Peterson, <br /> Bowerman, Sopcinski and Enrooth. <br /> Also present: Ron Berg, Administrative Assistand and Julie Ann Bye <br /> of Hennepin. County Office of Planning and Development <br /> and Lee Entner, St. Anthony Fire Chief. <br /> The public hearing was- opened at 7 :34 P.M. <br /> Mr. Berg stated that the required legal publication for the meeting <br /> had been accomplished; notice and- outline of the program had been <br /> posted at various points throughout the City; and the same notice <br /> and outline had been sent to' community .organizations . <br /> • Mr. Berg said the purpose of the meeting was to determine what the <br /> housing assistance and community development needs of the City are <br /> and then to target the Year VII estimated grant amount of $45 ,000 <br /> for those needs. He went on to say that unexpended monies from <br /> previous years projects, which no longer are viable projects , can <br /> and should be reallocated. Mr. Berg and Ms . Bye outlined I briefly <br /> the program guidelines established by H.U.D. In this matter, it <br /> was emphasized that the primary goal for Communities is to use <br /> C.D.B.G. funds for housing needs of low to moderate income indi- <br /> viduals and families. In that context, Mr. Berg related that some <br /> more monies could be earmarked for multi-family rehabilitation. In <br /> the past about $35 ,000 had been allocated for fire and life safety, <br /> code conformance; a meeting has been held with interested landlords <br /> (4) ; presently the required verification that it benefits low to <br /> moderate income families is being conducted. Mr. Lee Entner, Fire <br /> Chief of St. Anthony, was present. and listed some of the problems <br /> the Fire Marshal had observed and cited in his inspections of the <br /> City' s apartment units. <br /> Mr. Bob Olson, of Shelter Corporation,. the management company for <br /> Equinox Apartments, was present and stated there were several items <br /> of non-conformance in Equinox which had been listed by the Fire <br /> Marshal and that some of these had been complied with, some- are <br /> in the planning stage, and some have been delayed because of the <br /> expense involved.- Mr. Sopcinski stated his reluctance to allocate <br /> • much monies to apartment owners, feeling the upkeep and maintenance <br /> of the buildings is the responsibility of the landlord and should <br /> not be subsidized by grant monies . This sentiment was echoed by <br /> Mr. Peterson. <br /> Mrs. Makowske arrived at 8 :10 P.M. <br />
