' ^�1 <br /> -3- <br /> In regard to the proposed senior .building, Mr. Jones advocated <br /> earmarking a portion of the. funds for energy efficient design plans . <br /> After much discussion on this matter, it was - agreed to leave the <br /> funds open-ended in that the Planning Commission and City Council <br /> could encourage an -energy efficient design when the project feasibility <br /> becomes more finalized and the -required._plans and hearings are <br /> presented to the City. <br /> In regard to housing rehabilitation,, it was agreed :$2;900 would _be <br /> earmarked for this activity but much discussion followed as to what <br /> portion should. be allocated .to. multi-family versus single family. <br /> Motion by Mr. Sopcinski to . allocate $20 ,000 for single family <br /> rehabilitation and $9 ,000 to .multi-.family rehabilitation. <br /> The motion died for lack of a second. <br /> Motion by Ms. Makowske and seconded by Mr. Jones to allocate the <br /> monies 50% - 500; $14 ,500 for single family and $14 ,500 for multi- <br /> family. <br /> ulti- <br /> family. <br /> Mr. Jones suggested the amount for multi-family rehabilitation be <br /> used to pay for the interest on loans which loans would be used for <br /> rehabilitation thereby extending the rehabilitation power of the <br /> limited fund amount. Ms . Bye stated such a methodology could be <br /> used. <br /> Motion carried unanimously. <br /> Motion by Mr. Jones and seconded by Ms.. Makowske to recommend to the <br /> City Council that past years unexpended monies and monies for Year VII <br /> CDBG funds be allocated as follows : <br /> $ 4 ,500 - Administration in Year VII. <br /> $10,000 - For the proposed senior high rise in Year VII which monies <br /> are to be used for whatever purpose is deemed appropriate <br /> and necessary. <br /> $14 ,500 - for single family rehabilitation in Year VII . <br /> $14 ,500 - For multi-family rehabilitation in Year VII which monies <br /> are to be used for the interest payments on loans acquired <br /> by apartment landlords- and used for rehabilitation. <br /> $13 ,500 - Of previous years unexpended monies to be used for the <br /> Kenzie Terrace Study and to be placed in program Year V. <br /> $12 ,193. - Added to Year V, activity 41 from Year III , activity 39 <br /> to be used for sidewalk construction along 37th Avenue. <br /> Motion carried unanimously. <br /> Motion by Mr. Peterson and seconded by Mr. Bowerman to adjourn. <br /> Motion carried unanimously. <br /> The meeting was adjourned at 10: 03 P.M. <br /> Respectfully -submitted, _ <br /> Ronald O.
