13!? <br /> RESOLUTION 82-031 <br /> A RESOLUTION TO DESIGNATE AND ESTABLISH A DEVELOPMENT DISTRICT NO. 1 <br /> PURSUANT TO THE PROVISIONS OF SECTION 472 . 01 , TO 472 . 13 INCLUSIVE OF <br /> THE MINNESOTA STATUTES AND ESTABLISH A TAX INCREMENT DISTRICT PURSUANT <br /> TO THE PROVISIONS OF SECTION 273. 71 TO 273. 78 INCLUSIVE OF THE MINNE- <br /> SOTA STATUTES (.CHAPTER 322 , LAWS OF MINNESOTA, 1979) AND ADOPTING A <br /> DEVELOPMENT PROGRAM AND FINANCE PLAN. FOR SAID DEVELOPMENT AND TAX <br /> INCREMENT. FINANCE DISTRICT <br /> WHEREAS , the City -Council of. the City of St. Anthony, Minnesota has <br /> determined that it is necessary and desirable and .in the public <br /> interest to designate , establish., develop and administer a develop- <br /> ment district in the City of St. Anthony ; Minnesota pursuant to the <br /> provisions of Section 472 . 01 to 472A". 13 , inclusive -of the Minnesota <br /> Statutes ; and <br /> WHEREAS, the Planning Commission- of the City of St. Anthony has been <br /> consulted with regard to the proposed district; and <br /> WHEREAS , the City Council of the City of St. Anthony has determined <br /> that tax increment financing-will .be necessary to finance the public <br /> costs associated with the development project within .the tax increment <br /> district pursuant to Minnesota Statutes 273 . 71 and 273 . 78 inclusive; and <br /> WHEREAS , a public hearing was held on June 28 ,. 1982 at 5 : 30 P.M. <br /> before the City Council in the Council Chambers in the City Hall, <br /> in St. Anthony, Minnesota, notice of which has been published once <br /> • in the official newspaper for the City , not less than ten , nor more <br /> than thirty days prior to June 28 , 1982 ; and <br /> WHEREAS , the City of St. Anthony has fully informed the members of <br /> said School Board and Board of County Commissioners.- of the fiscal and <br /> economic implications of the proposed development district and tax <br /> increment district; and <br /> WHEREAS, at said. public hearing all persons and parties were given <br /> full opportunity -to present written or oral. testimony, comments , <br /> objections , suggestions , and. other matters, all of which were duly <br /> considered by the- Council; and <br /> WHEREAS, the creation of the proposed district is necessary and <br /> desirable in .order to provide employment opportunities , to increase <br /> tax base, and to improve the general .economy of the State of -Minnesota; <br /> and <br /> WHEREAS., the proposed development' and. tax increment district is <br /> intended to -(a) encourage the retention and expansion of existing <br /> intensive businesses , (b) provide land for the expansion of existing <br /> businesses , (.c) . improve the financial base of " the city, (d) provide <br /> increased employment opportunities and as -much as- .possible , seek <br /> businesses which would employ the unemployed and under-employed, <br /> (_e) provide a retail service level required. by the residents of the <br /> community; and <br />
