.. _. -2- <br /> WHEREAS,. the City of St. Anthony is prepared for the relocation of <br /> individuals , families . and businesses that .may be displaced as a result <br /> of carrying out the project; and . <br /> WHEREAS , the proposed redevelopment would not .occur solely through <br /> private investment within the reasonably foreseeable future and, <br /> therefore, the use of tax increment financing is deemed necessary; and <br /> WHEREAS , the tax increment financing plan will afford maximum op- <br /> portunity consistent with the- sound needs .of the municipality as a <br /> whole , for the redevelopment of the district by private enterprise; <br /> and <br /> WHEREAS , the tax increment financing plan conforms to the general plan <br /> for the redevelopment of the municipality as a whole; and <br /> WHEREAS , the City Council of the City of St. Anthony , Minnesota, finds <br /> that the proposed tax increment, financing district is an economic <br /> development district and will result in increased employment and pre- <br /> servation and enhancement of thetax base within .the municipality. <br /> NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF- THE CITY OF <br /> ST. ANTHONY, does hereby designate and establish Development District <br /> No. 1 and a tax increment economic development district, adopts a <br /> finance plan -and development program for said tax increment economic <br /> development district and finds : <br /> • (1) that the proposed development would not occur solely through <br /> private investment within the reasonable foreseeable future and, <br /> therefore , the useof tax increment financing is deemed necessary; and <br /> (2)_ that the tax increment financing. plan will afford maximum opportunity <br /> consistent with the sound.' needs of the City as a whole , for the <br /> development of the tax- increment.- economic development district by <br /> private enterprise; and <br /> C3.)- that the tax increment financing- plan conforms to the general plan <br /> for the development of the city as a whole; and <br /> (4)- that the proposed. tax incrementdistrict is an economic develop- <br /> ment district. <br /> Adopted this .Z $� day of ����_� 1982 . <br /> ayor <br /> j: <br /> ATTEST <br /> `C tv .C l ek, <br /> Reviewed for administration: 1 <br /> ,1 City Manager <br />
