December 10 , 1982 <br /> TO: METROPOLITAN AREA MANAGEMENT ASSOCIATION MEMBERS <br /> Labor Relations Subscriber Service Members <br /> FROM: - Jerry Dulgar , Chairman <br /> MAMA Committee on Labor Relations Subscriber <br /> Service Contract <br /> SUBJECT: LABOR RELATIONS SUBSCRIBER SERVICE <br /> In November , 1982, I was appointed to chair a committee to negotiate <br /> the Special Subscriber Services portion of the agreement between the <br /> League of Minnesota Cities and Labor Relations Associates, Inc 'In <br /> addition , Jack Irving and Bob Thistle were appointed to the <br /> Committee. Also participating in the negotiating process were Don <br /> Slater , Executive Director , League of Minnesota Cities and Vern <br /> Peterson, Executive Director ; Association of Metropolitan <br /> Municipalities. In view of the current State fiscal crisis, I am <br /> leased to report that there will only be a 3 to 5% increase <br /> depending on the city' s population. Since there was no increase in <br /> the 1982-83 fee the increase in fees over the two years is only an <br /> averaged 1-1/2 to 2-1/2% increase. <br /> General Membership Services <br /> The current ( 1982-1983 ) agreement provides for two types of labor <br /> relations services. The first is "General Membership Services" <br /> for cities' that are members of the LMC and AMM. Each of these <br /> organizations contribute an amount to the labor services fund on <br /> behalf of their memberships. The "General Membership Services" <br /> part of the agreement provides for : Articles in the LMC Cities <br /> magazine; general advice and assistance by telephone or <br /> correspondence; one personal conference; advice on arbitrator <br /> selection; and advice and assistance to LMC staff relating to <br /> proposed or adopted state and federal legislation. <br /> AMM Service <br /> The AMM services include meetings, telephone calls, review 'of <br /> proposals and counter-proposals with regard to an AMM member ' s <br /> labor relations efforts, and general coordination of the <br /> metropolitan cities ' labor relations goals. <br /> Special Subscriber Services <br /> ® The second part of the agreement provides for Special Subscriber <br /> Services. The contract language emphasizes joint bargaining. <br />
