REGARDING THE FRANCHISE <br /> AGREEME T BEIWEW THE CITY OF St. AnthonvAND GROUP W SIE. <br /> The Council of -the City of St. Antliony does ordain: <br /> ARTICLE III. DESIGN OF SYSTEM <br /> SECTION 1 . CHANNEL CAPACITY - SUBSCRIBER NETWARR <br /> Article III, Section 1 , Paragraphs A and B are amended to.require a- <br /> System capable of providing upon activation at least 59 downstream charnels to <br /> be constructed pursuant to the conditions of the proposal of Group W. The <br /> system will be constructed as a dual cable system capable of providing 108 <br /> downstream charnels but with electronic components allowing the activation of 59 <br /> charnels. <br /> • a� <br /> SECTION 3. TWO-WAY CAPACITY <br /> Article III, Section 3 is amended to require Group W to initially acti- <br /> vate a two-way capable System on one instead of both cables. <br /> SECTION 4. FACILITIES <br /> Article III, Section 4 is amended to require Group W to construct its <br /> facilities as set forth in its proposal to the City. <br /> SECTION 5. SPECIAL CHANNEL AND ACCESS RDQUIRMIRM. <br /> Article III, Section 5 is amended to require the System to carry. <br /> broadcast stations, an emergency override charnel, an audio/video emergency <br /> override system, and 13 access channels -including public (2) , educational, <br /> government, leased (1) , regional, religous, senior citizens, library, higher <br /> education, private school access, and public school access (2). The franchise <br /> details specific access rules uhich must be developed by Group W. <br />
