Paul Office/Region V . <br /> 220 South Second Street , <br /> Minneapolis, MN 55401 <br /> Dear Mr. Feeney: <br /> The enclosed Joint Cooperation Agreements between Hennepin County and <br /> forty-three units of general local government wholly or in part within <br /> Hennepin County, are herewith submitted as documentation for the <br /> qualification of Urban Hennepin County as a Community Development Block <br /> Grant recipient for Fiscal Years 1985, 1986 and 1987. Each is executed <br /> by the chief executive officer -upon authorization of the -appropriate <br /> governing body as evidenced by the included resolutions. <br /> A statement from the Hennepin County Attorney's Office accompanies the <br /> Agreements relative to their being authorized under State and local law <br /> and permitting the County to undertake community development and housing <br /> activities. <br /> A letter dated August 3, 1984, addressed to HUD and one dated August 2, ' <br /> 1984, addressed to the City Manager of Wayzata, are submitted to <br /> demonstrate that applicable units of local government were notified of <br /> the opportunity to be excluded from the urban county for Fiscal Years <br /> 1985, 1986 and 1987. None of the participants in the Urban Hennepin <br /> County CDBG program for Fiscal Years- 1982, 1983 and 1984, exercised such <br /> option. <br /> The Agreement was prepared based on the deliberations of an ad hoc <br /> review committee representing participant communities. A draft of the <br /> Agreement was presented to ,the local HUD office with a copy of the <br /> August 2 letter which was sent to all potential cooperating units. HUD <br /> communicated approval of the Agreement through a telephone conversation <br /> on August 15, commenting that the language at IV.A.2. was awkward and <br /> asking if the retention by the County of ten percent of the funds placed <br /> in the countywide discretionary account as stated in Section V. was in <br /> addition to the ten percent of the basic grant amount allocated to the <br /> County. <br /> HENNEPIN COUNTY <br /> on equal opportunity employer <br />
