NOW 1HEREFORE, the parties to this Agreement do mutually agree as follows: <br /> I <br /> LEGAL .PURPOSE <br /> It is the legal purpose of the Members to establish an organization to ,jointly <br /> and cooperatively develop a Watershed Management Plan and a Capital Improvement <br /> Program. The purpose of the surface water management program for the Middle <br /> Mississippi River Watershed shall be as set forth in Minnesota Statutes, <br /> Section 473.875: <br /> a) Reduce to the greatest practical extent the public capital expenditures <br /> necessary to control excessive volumes and rates of runoff, <br /> b) Improve water quality, <br /> c) Prevent fl oodi ng and erosi on f rom surface fl ows, <br /> d) Promote ground water recharge, <br /> e) Protect and enhance fish and wildlife habitat and water recreational <br /> facil ities, and <br /> f) Secure the other benefits associated with the proper management of surface <br /> i <br /> water. In addition, the Members agree to promote and encourage cooperation <br /> among Members in coordinating local surface water plans and to be aware of <br /> problems and to protect the public health, safety and general welfare. <br /> 2 <br />
