ANTHONY <br /> PUBLIC IMPROVEMENTS ASSESSMENT POLICY <br /> February, 1986 <br /> In .order to insure that costs of public improvements such as streets, curb and <br /> gutter,;and `sewer_-_spare, char..ged:.i n .the most fair and equitable manner, the City <br /> Council of the City of St. Anthony has determined the following to be the <br /> Assessment Policy for the City. <br /> Section 2.1 . Curb, Gutter <br /> The cost of construction of curb and gutter will be charged in total <br /> on a per foot basis against the abutting property owner. <br /> Section 2.2. Streets <br /> All streets shall be assessed to abutting property owners on the <br /> following basis : <br /> Residential Streets <br /> a. Eight C8). foot width on the basis of the cost of a five (.5) ton <br /> • per axle capacity bituminous street', assessed directly to abutting <br /> property owner and anything over the eight (8) foot width or the <br /> five C.51 ton per axle capacity bituminous basis will be paid by <br /> the City of St. Anthony. <br /> b. The general method of assessment will be on a per front foot <br /> basis. In order to assure that costs are equitably assessed, <br /> however, it may be necessary for the City Council to assess on <br /> a per lot or square footage basis when special circumstances <br /> require it, i .e. , odd shaped lots on cul -de-sac or winding streets! <br /> c. The cost of street intersections and those portions of the street <br /> which abut alley right-of-way will be paid by the City of <br /> St. Anthony. <br /> Corner Lots <br /> On residential properties, the cost of street pavement will be paid <br /> by the property owner on the long side of said corner lot. The <br /> shorter side will be paid for by the City of St. Anthony. Non- <br /> residential corner lots will pay for both sides. <br /> Section 2.3. Sanitary Sewer <br /> Costs for sanitary sewer will be paid out of the sanitary sewer fund. <br /> Section 2.4 Watermains <br /> Costs for watermains will be paid for out of the water fund. <br />
