�w <br /> Page 2 <br /> Section 2.5 Alleys <br /> The cost of construction or reconstruction of alleys shall be <br /> assessed to the abutti6g , property owner on aper foot basis. <br /> Section 2.6 Storm Sewers <br /> Costs for storm sewers will be assessed to the property owner on a <br /> square footage basis within the drainage area as established by the <br /> City Engineer. <br /> Section 2.7 General <br /> a. The assumed life expectancy of curb and gutter, and street surface <br /> shall be for a period of 20_ years_. ,_The City shall be responsible <br /> for general repair and maintenance, which is not a result of <br /> negligence of the property owner, during that time, but overlays <br /> of bituminous materials periodically required shall be assessed <br /> using this policy. <br /> b. The above policy statements supersede all previous assessment <br /> policy and will be in effect upon adoption by the Council and <br /> all storm and sanitary sewers, curb and gutter, and streets will <br /> be deemed to be new construction commencing upon the date they <br /> were originally installed. <br /> • c. In all new additions, all improvements shall conform with pro- <br /> visions of Section 330 of the City Code and all costs shall be <br /> borne by the developer. <br /> d. This is a policy guideline only and shall not constitute by <br /> reason of public knowledge or otherwise a contract or agreement <br /> binding upon the City of St. Anthony. <br /> e. The City within the extent permitted by law shall have full <br /> power to modify, change or abrogate any part or portion of these <br /> policy standards. <br /> f. It is the policy of the City that assessments shall be based on <br /> the special benefits to the properties assessed. Costs of public <br /> improvements will be assessed according to the provisions of this <br /> assessment policy only to the extent that the assessment on any <br /> property does not exceed the special benefit to that property. <br /> • <br />
