RESOLUTION 89-023 <br /> • A RESOLUTION REGARDING THE WATER QUALITY <br /> OF SILVER LAKE <br /> WHEREAS, there has been considerable degradation of water quality <br /> in Silver Lake in recent years; and <br /> WHEREAS, the City of St. Anthony has an interest in the quality of <br /> public waters within the State and more particularly <br /> within its own boundaries; and <br /> WHEREAS_ , Rice Creek Watershed District has , passed a resolution <br /> indicating that any future correctAve work would be by <br /> Agreement of all parties involved; and <br /> WHEREAS, Rice Creek Watershed District is submitting an application <br /> for a grant under the Clean Water Partnership Act Program <br /> to study what is happening in Silver Lake and what can <br /> be done to correct or reverse the process; and <br /> WHEREAS, it is proposed that each party involved with Silver Lake <br /> pay a proportionate share of the matching funds for the <br /> grant. <br /> • NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City <br /> of St. Anthony does support the proposed study by Rice <br /> Creek Watershed District and agrees to allocate its <br /> proportionate share of the study cost not to exceed <br /> $9,750; and furthermore, urges the Metropolitan Council <br /> to approve the grant application under the Clean Water <br /> Partnership Act Program to fund the study; and <br /> BE IT FURTHER RESOLVED, that the involved parties negotiate a Joint <br /> Powers Agreement and that the parties request proposals <br /> for the study. r <br /> Adopted this n day of l� l,�a tl �� , 1989. <br /> M yor <br /> ATTEST. 0'0-211L'�VU- <br /> City <br /> U.
