THEY PROPOSED THAT THEY WOULD PROVIDE A 40 FOOT WIDE PLANTING STRIP SCREEN
• BETWEEN THEIR NON—CONFORMING USE AND THE HOMES TO THE WEST WHICH FACE CROFT DRIVE
AND ARE 10 TO 15 FEET HIGHER IN ELEVATION, IF THE PARCEL ON 33RD AVENUE WERE
REZONED, AS REQUESTED.
AFTER SOME DISCUSSION OF THE APPEARANCE OF THE NON-CONFORMING USE AND THE
PAST CLEAN-UP REQUESTS BY.THE VILLAGE, ROCKS STATED THAT THIS REZONING SHOULD
'BE CONSIDERED ON ITS MERITS WITHOUT REGARD TO PAST ACTIONS BY THE OWNER. HE
FURTHER STATED THAT THE REZONING IF GRANTED WOULD TEND TO PERPETUATE THE NON--
CONFORMING USE AND THAT NEITHER THE REZONING NOR THE NON—CONFORMING USE WOULD
SEEM TO BEIN THE BEST INTEREST OF EITHER THE VILLAGE, OR THE SURROUNDING PROPERTY
OWNERS. DOUGHERTY, STATED THAT THE WALSONS SHOULD SPEAK TO THE NEARBY PROPERTY
OWNERS TO ASCERTAIN THEIR FEELINGS ON THE MATTER BEFORE THE COMMISSION PROCEEDS
FURTHER AND ON THIS BASIS THE MATTER WAS TABLED UNTIL THE FOLLOWING MEETINGe
Z-62-2 ANDERSON REZONING TO MULTIPLE DWELLING
MR. GARY ANDERSON APPEARED BEFORE THE COMMISSION TO REQUEST THE REZONING
OF HIS PROPERTY AT 3010 HIGHWAY 8 FROM SINGLE FAMILY RESIDENTIAL TO MULTIPLE
DWELLING. BECAUSE THE LOT HAS ONLY 13,500 OR SO SQUARE FEET OF AREA INSTEAD OF
THE 14,500 SQUARE FEET REQUIRED BY VILLAGE ORDINANCE NUMBER 10A FOR A 3' UNI.T
DWELLING AS PROPOSED BY MR. ANDERSON AND BECAUSE THE LOT IS ONLY 85 OR SO FEET
IN WIDTH, THE COMMISSION INDICATED THAT THEY WOULD NOT FAVOR THE PROPOSED RE-
ZONING. THE COMMISSION ALSO NOTED THAT ACCESS AND VILLAGE WATER TO THE LOT WERE
SOMEWHAT AMBIGUOUS IN VIEW OF THE PRIVATE ALLEYS AND WATER PIPES AT THE REAR OF
THE LOT. MR. ANDERSON WAS ADVISED TO CONSULT WITH HIS ATTORNEY ABOUT THE ACCESS
AND WATER SITUATION AND THAT IF BOTH WOULD BE OBTAINED THE COMMISSION WOULD BE
WILLING TO CONSIDER A REZONING TO TWO FAMILY DWELLING.
Z-62-3 REZONING ON 37TH AVENUE N.E.
MR. ART THOMPSON APPEARED BEFORE THE COMMISSION TO REQUEST INFORMATION
ABOUT POSSIBLE REZONING ON 37TH AVENUE WEST OF SILVER LAKE ROAD. HE WAS INFORMED
THAT THE COMMISSION WOULD REPORT ITS RECOMMENDATIONS IN THIS MATTER TO THE COUNCIL
BY APRIL 24, 1962.
P-62-3 CRYSTAL REALTY CO. COMMERCIAL DEVELOPMENT
MR. BECCHETI , AN ARCHETECTURAL ENGINEER RETAINED BY THE CRYSTAL REALTY CO.,
APPEARED IN BEHALF OF HIS CLIENTS TO REQUEST APPROVAL -OF PLANS FOR THE EXPANSION
OF THE ST. ANTHONY VILLAGE SHOPPING CENTER ON THE NORTH SIDE OF LOWRY AVENUE.
SEE MINUTES OF MARCH 269 1962). MR, BECCHETI WAS ADVISED TO CONSULT WITH HIS
CLIENTS ABOUT THE POSSIBILITY OF MAKING SOME MAJOR REVISIONS IN THE PROPOSED
LAYOUT. THE COMMISSION ALSO RECOMMENDED THAT THE BACK OF THE PROPOSED STRUCTURE
BE FACED WITH BRICK, THAT LANDSCAPING SHOULD BE PROVIDED ALONG LOWRY AVENUE AND
THAT THE PARKING PLAN SHOULD BE REVISED SO AS TO PROVIDE BETTER CIRCULATION
WITHIN THE PARKING LOT. MR. BECCHETI INDICATED THAT HE WOULD CONSULT WITH HIS
CLIENT AND RETURN WITH REVISED PLANS.
D-62-1 RAMSEY COUNTY DIVISION #29849
THE COMMISSION CONSIDERED A REQUEST FOR A DIVISION OF ASSESSMENTS IN TWO
PARCELS IN THE APACHE CENTER. ROCKS MOVED THAT THE DIVISION BE DENIED BECAUSE THE
• MAP INDICATED THAT PARCEL rl DOES NOT HAVE ACCESS TO A PUBLIC STREET. SKOVRAN
SECONDED AND THE COMMISSION VOTED TO DENY THE REQUEST.
