DOUGHERTY, JOE ROSINEK, ANDREW SKOVRAN, NORMAN CAVANAGH, ERIK <br /> ROCKS <br /> THE RECESSED MEETING OF APRIL 160 1962 WAS RECONVENED AT 8110 P.ki. BY THE <br /> CHAIRMAN. <br /> TME COMMISSION PROCEEDED TO DISCUSS THE MANY PROPOSALS AND IDEAS WHICH HAD SEEN <br /> ADVANCED FOR THE REZONING OF PORTIONS OF THE AREA IN QUESTION. IN FORMULATING <br /> ITS RECOMMENDATION TO THE VILLAGE COUNCIL' THE COMMISSION WAS GUIDED BY THE <br /> FOLLOWING PRINCIPLESI <br /> 1. ST. ANTHONY VILLAGE IS PRIMARILY A RESIDENTIAL COMMUNITY OF SINGLE <br /> FAMILY, OWNER OCCUPIED HOMES AND THIS CHARACTERISTIC Of THE VILLAGE SHOULD BE <br /> P"SERVED WHEREVER POSSIBLE CONSISTENT WITH GOOD PLANNING PRACTICE. <br /> 2. THE VILLAGE HAS AN OBLIGATION TO THE RESIDENTS WHO HAVE BUILT THEIR <br /> HOMES HERE BASED UPON THE ASSUMPTION THAT THE ADJOINING LANG USES HAD BEEN <br /> ESTABLISHED BY THE VILLAGE ZONING ORDINANCE TO PROTECT THE VALUE AND THE FULL <br /> ENJOYMENT Of THEIR HOMES. THEREFORE, A REZONING WHICH WOULD TEND TO DEPRECIATE <br /> THE VALUE OR TO INHIBIT THE FULL ENJOYMENT OF THESE PROPERTIES SHOULD NOT BE <br /> GRANTED WITHOUT STRONGLY COMPELLING REASONS FOR SUCH ACTION. <br /> 3. "'MILE THE PLANNING COMMISSION GIVES DUE CONSIDERATION TO THE ARGUMENTS <br /> OF PROPERTY OWNERS REQUESTING A REZONING FOR THEIR PROPERTYO AND TO THE DESIRES <br /> OF SURROUNOING RESIDENTS AND PROPERTY OWNERS, IT MUST BE GUIDED IN ITS RECOMMEND- <br /> ATIONS BY CONSIDERATIONS OF THE FUTURE WELFARE AND BEST INTERESTS OF THE ENTIRE <br /> VILLAGE. <br /> Z-62-24 REVISION Of ZONING ORDINANCE TEXT <br /> IN ITS CONSIDERATIONS OF THE ZONING IN THIS AREA, THE PLANNING COMMISSION <br /> NOTED THAT THE VILLAGE ZONING ORDINANCE PERMITS SO-CALLED "HIGHER USES" IN <br /> INDUSTRIAL, COMMERCIAL AND MULTIPLE DWELLING ZONES. IT WAS THE FEELING OF THE <br /> COMMISSION THAT THIS IS A BAD PRACTICE INASMVCM AS THE CONSTRUCTION Of A HOUSE <br /> IN AN INDUSTRIAL ZONE CAN HAVE A DETRIMENTAL EFFECT UPON INDUSTRIAL USES IN THAT <br /> AREA JUST AS SERIOUS AS WOULD THE LOCATION OF AN INDUSTRIAL USE WITHIN A RESIDEN- <br /> TIAL ZONE, <br /> ROSINEK MOVED THAT THE PLANNING CDI,+IAISSION RECOMMEND THAT THE COUNCIL <br /> SHOULD AMEND THE ZONING ORDINANCE SO AS TO PERMIT ONLY INDUSTRIAL USES IN AN <br /> INDUSTRIAL ZONE, ONLY COMMERCIAL USES IN A COMMERCIAL ZONE, AND ONLY MULTIPLE <br /> DWELLINGS IN A MULTIPLE DWELLING ZONE. THE MOTION WAS SECONDED BY DOUGHERTY <br /> AND UNANIMOUSLY APPROVED. <br /> THE COMMISSION NOTED THAT THIS WOULD BE ACCOMPLISHED BY DELETING PAR. 1, <br /> SUBSECTION At SECTION IV AND PAR. 1, SUBSECTION At SECTION V FROM VILLAGE ORD. <br /> N0. 10 AND BY ADDING A MULTIPLE DWELLING ZONE SECTION, WHICH PERMITS ONLY MULTIPLE <br /> DWELLINGS, TO OROINANOE N0. 10. <br />
