ST. ANTHONY PLANNING BOARD <br /> POLI CI ES RELATING TO MULTIPLE FAMILY DEVELOPMENTS <br /> In view of the many controversies that have risen in the Village of <br /> St. Anthony over the construction of multi-family housing units,. the Planning. <br /> Board has deemed it desirable to state in writing some of the policies that <br /> the Planning Board recognizes the need for multi-family housing units to provide <br /> a variety of housing facilities for the people who desire to live in St. Anthony. <br /> The Board also is aware that any., controls placed on construction are based on the <br /> principles of protecting the publics health, welfare and safety. <br /> All the regulations pertaining to development as expressed in <br /> Ordinances 66, 66A and 66B are minimums and should not be regarded as maximums. <br /> It is desired that developers will be encouraged to go beyond the minimums and <br /> create sound developments that will be an asset to the community as well as the <br /> developer and the owner. <br /> POLICY GUIDELINES <br /> 1 . Well designed and constructed multi-family units on adequate sites and <br /> keeping in harmony with adjacent land uses are considered desirable additions <br /> under conditions as established by zoning and building codes, and other rele- <br /> vant ordinances. <br /> 2. It shall be the policy to deny developments that will be in any manner <br /> • detrimental to the general health, safety, and welfare of the community or <br /> nearby property values. <br /> 3. proposed developmbnts will be judged on their acceptability on the basis <br /> of factual evidence presented by proponents and opponents. <br /> 4. Development of planned Unit projects which. no maily include more than one <br /> structure are considered More desirable than M nje structures. <br /> 5. Consideration of aesthetic appearance of any proposal will be of importance <br /> but will not be the sole justification for approval or disapproval . Such <br /> features as the following will be considered unfavorable. <br /> A. Building designs that are incompatible with other adjacent structures <br /> especially single family residences. <br /> B. Unimaginative site design such as structures being lined up along <br /> streets where other arrangements are possible. <br /> 6. The Planning Board will impose conditions that are reasonable in approving. <br /> developments. It shall be the responsibility of the developer to clearly <br /> demonstrate that any conditions requested are not economically feasible. This <br /> is interpreted to mean the elimination of a reasonable profit not merely the <br /> reduction of potential profit. <br /> • <br />
