-3- <br /> Mr. Sopcinski informed his colleagues on the Commission that he would <br /> . be unable to continue his service on that body next year because he <br /> anticipates he would be one of the Burlington Northern Railroad <br /> employees who would be moved to Kansas City and his work the past <br /> year had prevented his attendance at many of the Commission meetings . <br /> He said it is with real regret that he resigns because the years he <br /> has spent on the Commission have been very rewarding and he hates to <br /> leave St. Anthony because the more he sees of other communities in <br /> his travels , the better the City looks . It has been his observation <br /> that the reason taxes are lower in other parts of the country is, <br /> because there is so little in the way of services offered_ to the <br /> residents in those municipalities . <br /> Mr. Bjorklund told Mr. Sopcinski the Commission would miss his <br /> particular perspectives on many issues , especially those related to <br /> the City's deteriorating sewer .system. The retiring _Commission .member <br /> responded that .he .saw a big job ahead for the City since both the <br /> sewer and roadway systems would have to be reconstructed within the <br /> next ten years . Mr. Sopcinski said he would prefer the improvements <br /> be made a segment at a time and done well the first time around. <br /> Mr. Berg indicated he believes the City is indebted .to Mr. Sopcinski <br /> for his unique input to planning over the years .: He then requested <br /> the other Commission members indicate iri writing their intentions <br /> towards serving in 1983 . <br /> The Administrative Assistant had distributed copies of the zoning <br /> • ordinance amendment proposed by Dick Krier, planning consultant for <br /> the Kenzie Terrace Redevelopment Project which must be presented for <br /> public. in_put at a hearing before the Planning Commission, which must <br /> be published ahead of time. . Mrs . Makowske indicated she had told <br /> Mr. Krier during the H.R.A. meeting, where the matter was referred <br /> to the Commission, that she had some real concerns regarding the <br /> proposed language and the ramifications of the proposed changes and <br /> the consultant had promised to be present at the hearing to answer <br /> these concerns . Mr. Bjorklund .indicated he shares some of those <br /> concerns , especially about the density being proposed, which he <br /> considers would be uncharacteristic of the existing densities in the <br /> City now and to which he is certain there would be resident opposition. <br /> Mr. Sopcinski said he perceives the ordinance changes would place all <br /> the decision- making in the hands of. the Council without public input <br /> which could be very dangerous for the community if the makeup of <br /> the Council should change radically. <br /> The problem with holding a public hearing the week before Christmas <br /> was also raised and Mr. Berg said he would find out whether there is <br /> an urgency to develop the ordinance within the next month. <br /> The meeting was recessed at 8 : 20 P .M. <br /> The meeting was reconvened at 8: 25 P .M. <br /> • <br />
