-2- Commissioner Bjorklund indicated. he would .approve an even higher side • yard fence. He disagrees, however, with higher than a 6 foot fence acorss the front. Because of concerns for fire access regarding the rafters., Commissioner Bjorklund sees potential for setting a bad precedent for gazebos, trellises, sheds, etc. , causing the City to lose control of such fixtures in the future. If the rafters were four feet on center, he would not object, but 16 inches on center is questionable. Mr. Hiebel thanked the Commission and will formally apply for a variance to be considered at the May 15th meeting. Howard Krueger appeared before the Commission for a concept review concerning property at 3631 Harding Street N.E. for rezoning to R-2 (-dup lex) . Mr. Krueger proposed a duplex with a . walkout at the rear designed to look like a single family dwelling from the street . The Commission liked the plan very much. and found that it is adjacent to R-2 zoning, but that the City' s Comprehensive Plan shows the pro- perty as single family. The Commission' s reactions were: Commissioner Bjorklund would like the request tied to Mr. Krueger' s • plan. If. it is acceptable to the neighbors, he would approve it. Commissioner Franzese believes the plan would be a real addition to the neighborhood, but will weigh neighborhood opposition in her decision. Commissioner Wagner feels that itis an excellent plan and would favor a rezoning. Commissioner Hansen feels it is a good proposal mainly because it looks like a single family home and also because .the garages would be on the side adjacent to the neighboring duplex rather than the single family residences side. Commissioner Jones would also like the plan tied to something and suggested that it be tied 'to the required variances . The other Commissioners agreed with this . Commissioner Zawislak agreed with Commissioner Jones but would listen to the neighbors . He . also suggested that Mr. Krueger contact them. The Commission discussed the Craig Morris sign and suggested that the City Manager meet with Mr. Morris to try to negotiate a more aesthetically pleasing sign as an alternative to removal of the sign by action of the Commission and City Council.
