ANTHONY <br /> PLANNING COMMISSION MINUTES <br /> October 15, 1985 <br /> 1 The meeting was opened at 7:35 P.M. by Chair Pro Tem Hansen with less than the <br /> 2 required number of members to make a quorum. <br /> 3 <br /> 4 Present for roll call: Hansen, Bowerman, and Madden. <br /> 5 <br /> 6 Absent: Bjorklund (.who arrived at 7:41 -P.M. ) , Jones, Wagner and Franzese. <br /> 7 <br /> 8 Also -present: David Childs, City Manager. <br /> 9 <br /> l0 The Manager indicated all matters to be considered that evening required only con- <br /> 11 cept reviews and therefore informal question and answer procedures would probably <br /> 12 be in order. Commissioner Bowerman said he perceived the parliamentary procedures <br /> 13 related to order of speaking might eliminate confusion, but agreed the Commission' s <br /> 14 usual procedures related to the development of motions might not be necessary. <br /> 15 <br /> 16 Commissioner Madden will report the minutes of the Commission meeting to the Council <br /> 17 at their October 22nd meeting. <br /> 18 <br /> 19 Commissioner Madden, noting the lack of a quorum, said he hoped he wouldn't have <br /> 20 to sit through a repetition of the same ,information in this case as he had the time <br /> 21 he had attended a special work session called by the Council an hour before a <br /> 22 regular Planning Commission meeting to provide an opportunity for all interested <br /> 23 parties to question the developer about proposed changes in the Kenzington project, <br /> 24 and the Commission said, had to sit through an exhaustive repetition of the same <br /> 25 materials for..the benefit of some Commissioners who had failed to attend the <br /> 26 special hearing. Commissioner Bowerman indicated he perceived this case might be <br /> 27 a little different because the Commissioners had been alerted to the matters which <br /> 28 would be considered through their agenda packets where he knew some of the Com- <br /> 29 missioners the evening in question had failed to attend the -special session just <br /> 30 because they had overlooked the tag attached to their agendas which informed them <br /> 31 that special meeting was scheduled. <br /> 32 <br /> 33 The Commissioners had been advised in..the Manager' s October 11th memorandum that <br /> 34 representatives of the Nativity Lutheran Church across Silver .Lake Road from the <br /> 35 City Hall would be seeking the Commission' s initial reactions to the church's <br /> 36 expansion plans which were scheduled to be given a formal hearing by the Commission <br /> 37 in November. Mr. Childs had mistakenly given the wrong deadline for application <br /> 38 so that the notice of hearing on the project could be publicized in a timely manner, <br /> 39 thus delaying any official hearing until November. Since the agenda had been <br /> 40 mailed to the Commission, the plans had been modified to meet the concerns of the <br /> 41 closest neighbor to the church in such a manner as to require only a conditional <br /> 42 use permit for the project. <br /> 43 <br /> 44 Commissioner Bjorklund arrived at 7:41 P.M. , just as the informal discussion with <br /> 45 the project proponents had begun. <br /> 46 <br /> 47 <br />
