i CITY OF ST. ANTHONY PLANNING COMMISSION MINUTES October 15, 1985 1 The meeting was opened at 7:35 P.M. by Chair Pro Tem Hansen with less than the 2 required number of members to make a quorum. 3 4 Present for roll call: Hansen, Bowerman, and Madden. 5 6 Absent: Bjorklund (.who arrived at 7:41 -P.M. ) , Jones, Wagner and Franzese. 7 8 Also -present: David Childs, City Manager. 9 l0 The Manager indicated all matters to be considered that evening required only con- 11 cept reviews and therefore informal question and answer procedures would probably 12 be in order. Commissioner Bowerman said he perceived the parliamentary procedures 13 related to order of speaking might eliminate confusion, but agreed the Commission' s 14 usual procedures related to the development of motions might not be necessary. 15 16 Commissioner Madden will report the minutes of the Commission meeting to the Council 17 at their October 22nd meeting. 18 19 Commissioner Madden, noting the lack of a quorum, said he hoped he wouldn't have 20 to sit through a repetition of the same ,information in this case as he had the time 21 he had attended a special work session called by the Council an hour before a 22 regular Planning Commission meeting to provide an opportunity for all interested 23 parties to question the developer about proposed changes in the Kenzington project, 24 and the Commission said, had to sit through an exhaustive repetition of the same 25 materials for..the benefit of some Commissioners who had failed to attend the 26 special hearing. Commissioner Bowerman indicated he perceived this case might be 27 a little different because the Commissioners had been alerted to the matters which 28 would be considered through their agenda packets where he knew some of the Com- 29 missioners the evening in question had failed to attend the -special session just 30 because they had overlooked the tag attached to their agendas which informed them 31 that special meeting was scheduled. 32 33 The Commissioners had been advised in..the Manager' s October 11th memorandum that 34 representatives of the Nativity Lutheran Church across Silver .Lake Road from the 35 City Hall would be seeking the Commission' s initial reactions to the church's 36 expansion plans which were scheduled to be given a formal hearing by the Commission 37 in November. Mr. Childs had mistakenly given the wrong deadline for application 38 so that the notice of hearing on the project could be publicized in a timely manner, 39 thus delaying any official hearing until November. Since the agenda had been 40 mailed to the Commission, the plans had been modified to meet the concerns of the 41 closest neighbor to the church in such a manner as to require only a conditional 42 use permit for the project. 43 44 Commissioner Bjorklund arrived at 7:41 P.M. , just as the informal discussion with 45 the project proponents had begun. 46 47
