-2- <br /> 1 The Manager had. advised in his memorandum the concerns of Richard Porter, whose <br /> 2 home at 3329 Belden Drive is located immediatelyadjacent to the parking lot <br /> 3 behind the church about the City- granting a variance for a vestibule and entry- <br /> 4 way addition which would encroach beyond the required 25 foot setback closest <br /> 5 to his own property. Mr. Porter was present and indicated the plans had been <br /> 6 redrawn. to avoid that encroachment. He said .he would be agreeable to the proposed <br /> 7 addition-as long as runoff from the .new -str.uctures is diverted down to Belden and <br /> 8 away from his property, saying with the structure- standing 16 feet higher than his <br /> 9 property, he would probably have more problems with the drainage from the church's <br /> 10 property than he had ,in the past when at one time he had ended up with three or <br /> 11 four inches of mud in his basement. <br /> 12 <br /> 13 Mr. Porter also said he hoped the church would require no stronger lighting than <br /> 14 is now provided by the floodlight he perceives provides adequate security for that <br /> 15. area now. <br /> 16 <br /> 17 John Hensel , 3317 Belden Drive and -another churchmember, Richard Carlson, 3509 <br /> 18 Maplewood Drive, the contractor, along with the architect, Paul Erickson, 4901 <br /> 19 Olson Highway, answered questions put to -them by the Commissioners related to the <br /> 20 new addition, the elevator which-Mr. Hensel said would take impaired parishioners <br /> 21 to the second level , and the 60 space parking lot whichthe -church plans to con- <br /> 22 struct on the property .it owns south of the church on Silver Lake Road from the <br /> 23 existing older home would be removed. <br /> 24 <br /> 25 Mr. Carlson told Mr. Porter .the church was also interested 'in providing_ a drain- <br /> 26 age system which would protect their -lower-'f,l;oorr rooms"from:any seepage. Mr. <br /> • 27 Hensel said the plans had been modified to maintain at least the required 25 foot <br /> 28 setbacks all around the building. He also. said the church .pastors were hoping <br /> 29 the improvements on the back of the building and provision for parking along <br /> 30 Silver Lake Road would encourage those parishioners (who some Commissioners had <br /> 31 indicated were adding to the congestion in the Park View parking lots evenings <br /> 32 when there are a lot of activities including official City meetings going on in <br /> 33 that building) to park across the street where they could avoid having to cross <br /> 34 agai nst_the;�,Si I veri_Lake:�Road�;traff is., <br /> 35 <br /> 36 There were some suggestions from Commissioners on how the curb cuts for the parking <br /> 37 lot could be relocated to enhance the use of 33rd Avenue for an exit but Commissioner <br /> 38 Bowerman indicated he perceived three stacking spaces before the stop sign would <br /> 39 be adequate. <br /> 40 <br /> 41 A poll of the Commissioners indicated all would generally favor the project as <br /> 42 presented and Commissioner Bjorklund said he especially appreciated having the <br /> 43 church address a perceived parking problem. <br /> 44 <br /> 45 Motion by Commissioner Bjorklund and seconded by Commissioner Bowerman to approve <br /> 46 as submitted the minutes of the Planning Commission meeting held September 17, <br /> 47 1985. <br /> 48 <br /> 49 Motion carried unanimously. <br /> 50 <br /> 51 The Commission gave no encouragement to Kenneth and Charleene Johnson, 1927 <br /> • <br /> 52 Simpson, Roseville, to proceed with their suggestion that the existing signage on <br /> 53 the Hardee's Restaurant they own at 4004 Silver Lake Road be replaced with a larger <br /> 54 pylon sign. The Johnson's were instead urged to gett -a more current version of the <br /> 55 City Sign Ordinance than they had that evening which, Commissioner Bowerman said, <br /> 56 had been madewrittento be more restrictive to keep Silver' Lake Road from becoming <br />
