Planning Commission Regular Meeting Minutes <br /> July 18, 1995 <br /> Page 6 <br /> 1 as a Tax Increment Financing District would need to be consistent with the <br /> 2 Comprehensive Plan. <br /> 3 Mr. Davis provided additional documents, he indicated the information is how the Met <br /> 4 Council views St. Anthony. <br /> 5 Mr. Davis indicated the Met Council monitors housing permits this is their way of getting <br /> 6 a handle on what's happening in the Community. <br /> 7 Mr. Davis noted some of items the Met Council looks for are: <br /> 8 1) Preliminary meeting, reviewing the Comprehensive Plan and keeping in touch <br /> 9 with the Met Council throughout the process. <br /> 10 2) Submission of the Comprehensive Plan to neighboring communities. <br /> 11 3) Public Hearing-review of the Comprehensive Plan by the Planning Commission, <br /> 12 sent to the Met Council before final City approval. <br /> •13 4) Address development and impact on water/drainage flow. <br /> 14 5) Impact of regional recreation. <br /> 15 6) Traffic issues. <br /> 16 7) Storm Water Pond. <br /> 17 <br /> 18 8) MPCA. <br /> 19 <br /> 20 9) Shoreline Management Ordinance. <br /> 21 <br /> 22 10) Housing Policy. <br /> 23 11) Costs of updating Comprehensive Plan. <br /> 24 Mr. Davis indicated the City should use the forecast provided by the Met Council so that <br /> 25 everyone has the same information. If the City has concerns or questions they should <br /> 26 contact the Met Council as early in the process as possible so that issues can be resolved <br /> 27 early in the process. <br /> 28 Commissioner Franzese inquired about low cost housing and the trailer court within St. <br /> 9 Anthony. Mr. Freshley indicated low income housing does have to be provided for within <br /> 0 the City, but it does not have to be within the same neighborhood. <br />
