CITY OF ST. ANTHONY <br /> 2 PLANNING COMMISSION MEETING MINUTES <br /> 3 SPECIAL MEETING <br /> 4 JANUARY 30, 1996 <br /> 5 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 The meeting was called to order and the Pledge of Allegiance was led by Chair Bergstrom at 7:10 <br /> 7 p.m. <br /> 8 <br /> 9 II. ROLL CALL. <br /> 10 Commissioners present: Bergstrom,Delmonico,Gondorchin,Franzese,Thompson,and Horst. <br /> 11 Commissioners absent: Makowske. <br /> 12 Also present: Kim Moore-Sykes,Management Assistant;Bill Soth,City Attorney;Michael <br /> 13 Morrison, City Manager; Larry Hamer, Public Works Director; and Cathy <br /> 14 Sorensen, Recording Secretary. <br /> III. DESIGNATE COMMISSION REPRESENTATIVE TO FEBRUARY 13, 1996 COUNCIL <br /> MEETING. <br /> 17 Commissioner Horst was designated as the Planning Commission representative for the February <br /> 18 13, 1996 Council meeting. <br /> 19 Chair Bergstrom welcomed those attending the public hearing,and commended the audience on their <br /> 20 interest in the Apache Plaza project. Chair Bergstrom introduced Bill Soth, Mike Morrison, Kim <br /> 21 Moore-Sykes, and Cathy Sorensen. <br /> 22 Chair Bergstrom gave an overview for the public hearing process. He continued that through the <br /> 23 redevelopment attempt one year ago, much was learned and the process will be better for it. <br /> 24 Chair Bergstrom gave an overview of the approval process by category, with the first being the <br /> 25 Environmental Assessment Worksheet. He explained that initial environmental assessments <br /> 26 measures environmental impact of the project, evaluates impact on human health, traffic, storm <br /> 27 water, air and.noise pollution. He continued it is a very comprehensive plan, and is currently open <br /> 28 for public comments. Chair Bergstrom explained written comments are solicited and should be <br /> 29 completed to.the City by February 14, 1996. <br /> 30 Chair Bergstrom continued the second category in the approval process would be City Council <br /> 31 approval. He explained the Council will approve approximately 10 items regarding construction <br /> before the project is begun. <br />
