He stated plans to demolish the former J.C. Penney site, as well as the mall's north wall. Mr. <br /> 3 Scott explained a new wall will be built to cap the north wall, and that a zero lot line approval will <br /> 4 be needed because the building will encroach once completed. <br /> 5 Mr. Scott explained storm water and drainage will involve construction and maintenance of a <br /> 6 comprehensive drainage treatment and ponding system,and that it will comply with the Rice Creek <br /> 7 Watershed. He continued it will handle Cub Foods,First Bank, and two other outlots of specialty <br /> 8 retail stores. Mr. Scott explained the comprehensive drainage plan has been designed to <br /> 9 accommodate future phases, and that the information is with the Environmental Assessment <br /> 10 Worksheet and complies with the Rice Creek Watershed. He continued that plans were for the City <br /> 11 to maintain the drainage system once construction is complete, as the City will ensure maintenance <br /> 12 is done correctly and in a timely manner. <br /> 13 Mr. Scott continued that no decision has been made to future redevelopment, but stated the plans <br /> 14 were exciting and that OPUS' goal is the same as the City's and the residents, envisioning Apache <br /> 15 Plaza as a strip/commercial center, with larger retailers. <br /> 16 Joan Ahrens,representative for Cub Foods/SuperValu, stated they have been involved in the project <br /> for some time, and are happy to be in the final process. She explained that Cub Foods will occupy <br /> 8 9 1/2 acres on the north side of the mall, and will be a 75,000 square foot new prototype•store, <br /> 19 smaller than the Crystal and Maple Grove stores, but similar to the Maplewood store. Ms. Ahrens <br /> 20 stated construction is planned for May or June, with store opening in October. She continued that <br /> 21 Cub will employ 250-300 people, and will be a positive influence in the community. <br /> 22 Craig Matheson, Project Manager of PlanMark, stated the Cub Foods will be a fresh-focus store, <br /> 23 with a full line deli, seafood, bakery, and floral shop on one side. <br /> 24 <br /> 25 Chair Bergstrom inquired if there were any questions from the public. Mr. Doug Jones,2505 Silver <br /> 26 Lake Road,asked for more information on the proposed signage. Chair Bergstrom responded it will <br /> 27 be addressed later in the agenda. <br /> 28 IV. PUBLIC HEARING. <br /> 29 A. Application for Subdivision of Land- Ste. Marie Company <br /> 30 Chair Bergstrom opened the public hearing at 7:34 p.m. Kim Moore-Sykes read the staff report: <br /> 31 Ste. Marie Corporation, current owner of the Apache Plaza Shopping Center, is requesting a <br /> 32 subdivision of land in order to redevelop the shopping center. The purpose of the subdivision and <br /> replatting of this property is to enhance the orderly redevelopment of the property, providing <br /> 04 interested retailers the opportunity to take advantage of redeveloped property as it becomes available <br /> 35 and allowing the existing mall to remain in operation during the redevelopment. <br />
