Planning Commission Regular Meeting Minutes <br /> • February 20, 1996 <br /> Page 5 <br /> 1 Mr. Hamer stated that two wells is sufficient for the City, with one as a back-up. <br /> 2 Chair Bergstrom stated that a new municipal well would be very costly, and inquired what <br /> 3 is the life expectancy of a well barring any future contamination. Mr. Hamer replied that a <br /> 4 well can last indefinitely with proper maintenance. He added that every well house pump has <br /> 5 been changed, and that the well itself is pulled every five to six years and added stainless steel <br /> 6 pumping shafts in the water to cut down on the cost of repair. He stated that normal well <br /> 7 maintenance is approximately $20,000 per five years. Mr. Hamer stated that Well 4 will be <br /> 8 maintained this year. <br /> 9 Chair Bergstrom inquired of the well head protection program, which he stated is a Minnesota <br /> 10 state program. Mr. Hamer replied that when a well is abandoned, it is capped. He continued <br /> 11 that well head protection is a pilot program by Hennepin County Conservation District. He <br /> 12 stated the program outlines that the well head is protected by zoning, that any building is a <br /> 13 specific number of feet away from the well head, and that no chemical manufacturers are built <br /> 14 near the well head to protect from any spillage into the well head. <br /> 15 Discussion was held on the location of the City's wells. <br /> Mr. Hamer offered to speak to the Commission at another time on the park system or <br /> anything else they would like to hear. Chair Bergstrom thanked Mr. Hamer for his <br /> 18 presentation. <br /> 19 VI. MISCELLANEOUS UPDATE/REVIEW. <br /> 20 a. Review of Approved Conditional Uses <br /> 21 Commissioner Gondorchin reviewed and commented on the following Conditional Uses <br /> 22 outlined in the Code Book: <br /> 23 Page 16-12 Code Book <br /> 24 1615.03 Permitted Conditional Uses (B). <br /> 25 Comments: Should libraries be listed as a permitted conditional use in an R-1 district? <br /> 26 <br /> 27 Commissioner Franzese stated that 10 years ago, the library was relocated into the school, <br /> 28 which is located in a residential area. <br /> 29 Page 16-14 Code Book <br /> 30 1616.02 and 1616.03 Permitted and Conditional Uses. <br /> 31 Comments: Should R-1A mirror R-1? <br /> Commissioner Gondorchin stated that lakeshore publicly owned recreational facilities would <br /> be nice for a park, but is not a permitted use. <br /> 34 Page 16-16 Code Book <br />
