Mr. Hamer stated that traffic patterns was the <br /> 28 reason for establishing conditions for drive-ins and drive-thru windows. Mr. Hamer <br /> 29 explained that it was intended to have property owners approach the City with their <br /> 30 plans to correctly construct such establishments with good traffic flow. <br /> 31 Commissioner Horst stated this was common for stipulations on permitted uses. Mr. <br /> 32 Hamer stated it was common on Conditional Use Permits. Commissioner Horst stated <br /> 3 this was not very business friendly. <br /> 34 Commissioner Makowske stated that the code dealt with public safety.
