I <br /> Planning Commission Regular Meeting Minutes <br /> • February 20, 1996 <br /> Page 8 <br /> 1 Commissioner Gondorchin suggested imposing a regulation that imposes a certain <br /> 2 percentage of total sales must be derived from food. He stated this may not be legal, <br /> 3 and would have to be reviewed thoroughly. <br /> 4 s - Delete motorcycle sales? <br /> 5 Page 16-27 through 16-28 Code Book <br /> 6 1640.02 Permitted Uses Light Industrial <br /> 7 Comments: Add general statement regarding industries that may pose environmental <br /> 8 concerns. <br /> 9 Chair Bergstrom inquired what type of language would be used regarding the environmental <br /> 10 concerns. Commissioner Gondorchin suggested not allowing certain manufacturers as a <br /> 11 permitted use, such as canvas product facilities and tanning processors. Commissioner Horst <br /> 12 stated that the list could include almost any byproduct from any facility. Commissioner <br /> 13 Gondorchin stated that his intent was to eliminate certain product processes that emit a <br /> 14 noxious odor. <br /> 15 Commissioner Horst noted that the code is Light Industrial, and there will likely always be <br /> 16 a concern over hazardous noise or odor. Commissioner Gondorchin suggested taking those <br /> facilities in question and placing them on the Conditional Use Permit listing rather than the <br /> 18 permitted use listing. <br /> 19 Mr. Hamer noted that the Pollution Control Agency (PCA) has equipment that can detect <br /> 20 certain pollution,with no cost to the City. Commissioner Gondorchin stated Burger Transfer <br /> 21 once had trucks running continuously, which was very bothersome to the residents, and PCA <br /> 22 determined that the noise and emissions were not at a level that would be of concern. <br /> 23 Commissioner Gondorchin stated he was not suggesting creating codes that were not <br /> 24 enforceable. <br /> 25 1640.03 Permitted Conditional Uses. <br /> 26 Comments: <br /> 27 a - Delete due to environmental concerns? <br /> 28 c - Delete due to environmental concerns? <br /> 29 Page 16-29 Code Book <br /> 30 1645.02 Permitted Uses Recreational Space. <br /> 31 Comments: No changes suggested. <br /> 32 Commissioner Gondorchin suggested each Commissioner review the above codes in a similar <br /> 33 manner. Chair Bergstrom suggested adding language to permitted uses outlining if the facility <br /> 4 produces any noxious odors they would be required to apply for a Conditional Use Permit. <br /> 35 Commissioner Franzese volunteered to review Section 16.24. <br />
