Planning Commission Regular Meeting Minutes <br /> October 21, 1997 <br /> • Page 5 <br /> 1 someone with expertise in that area. <br /> 2 Commissioner Makowske stated he believed that decision should be made by the City and that <br /> 3 any number chosen would be arbitrary. He noted that at the September Planning Commission <br /> 4 maximum total lot coverage percentages of 65% and 80% had been mentioned. <br /> 5 Chair Bergstrom asked how a 65% maximum total lot coverage would compare to existing <br /> 6 church properties total lot coverages. <br /> 7 Ms. Moore-Sykes stated that although she did not have the figures, she would estimate that <br /> 8 over half of the churches in the area are over 65% total lot coverage. She noted that other <br /> 9 cities were handling churches and other public buildings with the building to lot coverage <br /> 10 because of the parking issue. The intent was to keep the parking on-site and off the street. <br /> 11 She agreed with Commissioner Makowske that any percentage selected would be arbitrary. <br /> 12 Chair Bergstrom asked if the Commission would like to set a threshold on the total lot <br /> 13 coverage. <br /> 14 Commissioner Gondorchin agreed that any number selected would be arbitrary. He stated his <br /> 15 biggest concern was storm water run-off. <br /> IR6 Commissioner Franzese suggested that the wording of the Ordinance be changed to be explicit <br /> 17 that the lot coverage requirements in the first sentence do not pertain to the permitted and <br /> 18 permitted conditional uses listed under (a)-(e). <br /> 19 Ms. Moore-Sykes suggested the lot coverage requirement for residential structures could be <br /> 20 listed as A. and the building to lot ratio could be listed as B. Also suggested was that at the <br /> 21 end of the building to lot ratio statement "and not to include residential structures" could be <br /> 22 added. <br /> 23 Commissioner Makowske suggested that Subd. 10 could be added and the regulations that <br /> 24 apply to permitted and permitted conditional uses, as stated in the Staff report, could be <br /> 25 included in that Subd. and removed from Section 8 completely. A sentence in parenthesis <br /> 26 could then be added to Section 8 which would state "Permitted and conditional permitted uses <br /> 27 do not have a land coverage requirement but are addressed under Subd. 10". <br /> 28 Ms. Moore-Sykes then introduced Gerry DeZelar, architect for St. Charles Borromeo Church <br /> 29 and Ted McCrossan. <br /> 30 Commissioner Makowske asked what the current amount of impervious surface was at St. <br /> 31 Charles Borromeo Church. <br /> Mr. DeZelar stated the amount of impervious surface presently is 62.5%. With the proposed <br /> IR'3 construction, the amount of impervious surface will be 65%. <br />
