f <br /> Planning Commission Regular Meeting Minutes <br /> October 21, 1997 <br /> • Page 6 <br /> 1 Chair Bergstrom asked for a brief summary of the proposed construction as he was not in <br /> 2 attendance at the August Planning Commission meeting. <br /> 3 Mr. DeZelar reported the Church is proposing to add a gathering space of 12,000 square feet. <br /> 4 The construction will add 5,000 square feet of impervious material to the site. The proposed <br /> 5 turn around and handicapped parking area will result in the loss of six parking spaces. Mr. <br /> 6 DeZelar displayed the proposed floor plan and the concept plan for planting. He then <br /> 7 displayed the proposed elevations. <br /> _ 8 Mr. DeZelar explained that the Church is proposing to collect all the run-off water by internal <br /> 9 drainage. The water will be collected and channeled to the green area on Stinson Boulevard. <br /> 10 He noted the closest storm sewer is on 27th Avenue on the Minneapolis side. <br /> 11 Commissioner Gondorchin noted drainage is a sensitive issue and suggested Mr. DeZelar seek <br /> 12 professional advice in regard to the issue. <br /> 13 Chair Bergstrom agreed and advised Mr. DeZelar to include definitive answers to the storm <br /> 14 water questions when the proposal was submitted for approval. He then asked Mr. DeZelar to <br /> 15 discuss the worst possible case in regard to off-site parking that could result from the <br /> 16 construction and the possible negative impact on the neighborhood. <br /> 107 Mr. DeZelar stated he did not foresee the parking issue becoming worse than it currently is. <br /> 18 The biggest number of cars parking off-site occurs during Sunday mass. The new Fellowship <br /> 19 Hall will not be utilized during Sunday mass. The parking requirement for the Fellowship <br /> 20 Hall is 195 spaces and 200 are available. <br /> 21 Chair Bergstrom stated the proposal looked like a good idea which is well designed. He <br /> 22 stated his main concerns are drainage and parking. <br /> 23 Chair Bergstrom asked if there were any further comments in regard to the Ordinance <br /> 24 amendment. <br /> 25 There was Commission consensus to recommend the amendment to the language of Chapter <br /> 26 16, Zoning and Land Use, as amended this evening, from Kim Moore-Sykes memo of <br /> 27 September 23, 1997. <br /> 28 Commissioner Gondorchin noted that under (d). "regular" should be replaced with <br /> 29 "regulating". <br /> 30 Commissioner Franzese suggested Staff consult City Attorney in regard to the inclusion of <br /> 31 other types of schools under (a). <br /> 2.
