Planning Commission Regular Meeting Minutes <br /> • December 16, 1997 <br /> Page 2 <br /> 1 Minnesota. Ms. Mathern's rezoning petition is requesting that this parcel be rezoned to an R- <br /> 2 4 zoning designation from a Light Industrial zoning designation so that it is consistent with <br /> 3 the multi-family zoning designation of the adjacent parcel they purchased in Roseville. <br /> 4 Mendota Homes is proposing to construct a senior apartment complex on the Roseville side <br /> 5 and use the smaller St. Anthony parcel as parking and green space. Mendota Homes will be <br /> 6 going before the Roseville Planning Commission regarding this project the second week in <br /> 7 December. Ms. Mathern also informed Staff that she is planning a neighborhood meeting <br /> 8 with several residents from St. Anthony and Roseville that live in the area to discuss the <br /> 9 project. <br /> 10 Staff also contacted the City Attorney about the need to rezone this parcel because it was <br /> 11 planned to be used as a parking lot and green space. Mr. Soth indicated that it is required to <br /> 12 be rezoned because the City's parking ordinance relating to an R-4 multi-family zoning <br /> 13 designation is different from those that pertain to Light Industrial use. He also indicated that <br /> 14 rezoning the parcel will provide that the deeds to both parcels are consistent. <br /> 15 John Mathern, Mendota Homes, reported this project includes two parcels of land. One parcel <br /> 16 contains 3.3 acres and is located at County Road C-2 and State Highway 8 in the City of <br /> 6 Roseville. The second parcel contains approximately 1.5 acres and is located at 3261 Old <br /> Highway 8. This parcel was owned with the Medtronic building and was used for overflow <br /> 19 parking. It is covered with asphalt. The petitioner stated he became interested in the property <br /> 20 at 3261 Old Highway 8 when he discovered that the fust parcel contained a wetland area. <br /> 21 Mr. Mathern explained that the proposal will include a 30 unit condominium in the City of <br /> 22 Roseville and a 30 unit senior rental building on the parcel located in the City of St. Anthony <br /> 23 and Roseville. The property located in St. Anthony will be used as parking. The proposal <br /> 24 will reduce the amount of asphalt and remove a cyclone fence on the property. <br /> 25 Mr. Mathern stated the building on the site will contain 3 one-bedroom units and 27 two- <br /> 26 bedroom units. There will be underground parking for 30 vehicles, as well as parking <br /> 27 available in the front of the building. The original proposed parking lot included 47 parking <br /> 28 spaces and two entrances. This has been reduced to 30 parking spaces and one entrance to <br /> 29 increase the amount of green space around the parking area. Mr. Mathern explained that most <br /> 30 of the residents are over 55 years old and a great deal of parking is not required. <br /> 31 Mr. Mathern displayed an elevation of the proposed senior rental building. The proposed <br /> 32 building is a three-story brick and siding-clad structure. <br /> 33 Mr. Mathern displayed a landscape plan which included landscaping in front of and along the <br /> 34 side of the building. The run-off on the site will flow to the wetland and will be treated and <br /> 6 will discharge into a storm sewer. He noted he has been working with the Rice Creek <br /> Watershed District in regard to drainage on the site. <br />
