Planning Commission Regular Meeting Minutes <br /> • December 16, 1997 <br /> Page 5 <br /> 1 is 96 square feet. The two signs that Mr. Sarna has selected are standard sizes for CITGO <br /> 2 gas station affiliates. <br /> 3 Minnesota Statutes and the City Ordinance require that the variance request not be detrimental <br /> 4 to the public welfare or injurious to another property in the neighborhood; that a particular <br /> 5 hardship would result if the regulations were strictly adhered to; and that the conditions <br /> 6 necessitating the variance request is unique to this parcel. <br /> 7 Under the City's Sign Ordinance, Mr. Sarna is allowed to have one ground sign. Because he <br /> 8 has agreed to become a.CITGO affiliate, they have given him the dimensions of the signs <br /> 9 available to him. These dimensions are larger than allowed by-the Ordinance for ground <br /> 10 signs. Also under the City's Sign Ordinance, he is allowed a pylon sign for the gas station. <br /> 11 He would prefer to forego having a pylon sign, and instead install a lower profile monument <br /> 12 sign on that spot. <br /> 13 Mr. Sarna has indicated to Staff that the variances he is applying for are not intended to be <br /> 14 detrimental to the corner or the neighborhood, but rather an enhancement. Once the proposed <br /> 15 signs are installed, he has plans for more landscaping along the fence line and on the comer <br /> 16 of the property so as to improve the appearance of this commercial property. <br /> WStaff has received a signed petition against Mr. Sarna's request for variances to the Sign <br /> 18 Ordinance. <br /> 19 Ms. Moore-Sykes noted that Mr. Sama would like to present proposed changes to the request. <br /> 20 Jim Sarna, owner of the Stop `N Go service station, stated the only proposed change is <br /> 21 moving the monument sign from the curb cut on Stinson Boulevard to the curb cut on 37th <br /> 22 Avenue N.E. The driveway in that location would be moved to the west 16 feet and the sign <br /> 23 would be located 20 feet from the property line. This change was made in response to a <br /> 24 neighbor who did not want a monument sign located next to his house. <br /> 25 Commissioner Franzese asked if the canopy sign would be lit. She noted she had driven past <br /> 26 the Stop `N Go and the station appeared to be very dark. <br /> 27 Mr. Sarna noted that a lit canopy sign was permitted but it was not his intention to light the <br /> 28 canopy. <br /> 29 Commissioner Thompson stated that he had driven by the CITGO service station on County <br /> 30 Road B and Snelling Avenue and their sign looked very nice. <br /> 31 Mr. Sama stated the CITGO on County Road B and Snelling Avenue has a 7 foot by 10 foot <br /> l2 monument sign which is the size of the larger sign which he is requesting. <br /> 33 Commissioner Gondorchin asked if Mr. Sarna had spoken with the owner of the adjacent <br /> 34 property or the tenant. <br />
